Job Overview: The Anti-Corruption Analyst position is critical for supporting the implementation of the Ukraine Recovery Programme (URP) and ensuring that anti-corruption measures are integrated into recovery projects. The role involves providing technical support to minimize risks associated with project implementation, enhancing transparency, community participation, and accountability. The incumbent will work closely with local stakeholders and beneficiaries to develop and implement anti-corruption activities, ensuring compliance with donor requirements and promoting best practices in project management. The position requires a proactive approach to identifying and mitigating corruption risks, as well as fostering a culture of integrity and accountability within the project framework.
Duties and Responsibilities:
Provide general project implementation support by offering consultative assistance to beneficiaries and local stakeholders in anti-corruption activities, organizing risk mitigation activities, and promoting human rights and gender equality in project implementation.
Provide technical support in monitoring and risk mitigation by reviewing corruption risks in tenders, enhancing procurement systems, and conducting training on public procurement.
Establish partnerships and ensure effective project delivery by coordinating with governmental and non-governmental organizations, preparing project reports, and sharing best practices in anti-corruption efforts.
Support knowledge building and sharing by organizing public events, developing knowledge products, and disseminating best practices.
Perform other relevant duties as assigned by UNDP management to enhance project outcomes and ensure compliance with project goals.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in Law, Finance, Economics, Public Management, Business Administration, or related fields. Alternatively, a first-level university degree (Bachelor’s degree) combined with two years of relevant experience will be considered. The role requires a strong understanding of anti-corruption issues and risk assessment in recovery projects, as well as experience in public service related to recovery efforts in conflict-affected regions. Familiarity with Ukrainian national laws and procedures is essential, along with the ability to apply gender-responsive approaches in project implementation.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as Law, Finance, Economics, Public Management, or Business Administration is required. Candidates with a Bachelor’s degree in these areas must have at least two years of qualifying experience to be considered for the position. The educational background should provide a solid foundation for understanding the complexities of anti-corruption measures and project management in a recovery context.
Experience: The position requires a minimum of two years of relevant professional experience at the national or international level in anti-corruption issues or risk assessment in recovery projects for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior work experience. Desired experience includes working with international organizations, preparing project reports, and monitoring open sources of information related to anti-corruption efforts. Familiarity with the challenges faced in regions affected by armed conflict, particularly in Ukraine, is highly advantageous.
Languages: Fluency in English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Ukrainian to effectively engage with stakeholders and beneficiaries.
Additional Notes: The position is full-time and involves working directly under the supervision of the National Project Manager of the Technical Assistance project. The role may require travel within Ukraine to support project implementation in various regions. UNDP emphasizes a zero-tolerance policy towards sexual exploitation and misconduct, and all selected candidates will undergo rigorous background checks.
