Job Overview: The consultant will be tasked with conducting a comprehensive audit of health-sector statistical reports mandated by the Ministry of Health of Ukraine. This involves a full inventory of reports, assessing their legal basis, relevance, and actual use by stakeholders. The consultant will identify duplications and inconsistencies in reporting and develop a streamlined, updated reporting set with harmonized definitions and options for digitalization and automation. The role is crucial in modernizing medical reporting within the Ukrainian health system, ensuring that the statistical reporting requirements are relevant and beneficial to stakeholders.
Duties and Responsibilities:
Conduct a desk review within two months of the contract start date, performing a legal and analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis of reporting forms mapped against current legislation, data sources, and information needs.
Engage in targeted consultations within one month after the desk review to validate findings with subject-matter experts in priority disease areas such as tuberculosis and oncology.
Develop an analytical report within one month after consultations, providing consolidated recommendations on whether to maintain, revise, merge, or discontinue specific forms and indicators.
Collaborate with the Ukrainian Public Health Center and other stakeholders to ensure the audit aligns with national health information system goals.
Prepare and present analytical materials, briefing notes, and presentations for leadership and decision-makers.
Coordinate cooperation with government authorities and international partners in the health sector to facilitate the audit process.
Required Qualifications: Essential qualifications include a first-level university degree (Bachelor’s degree) in Public Health, Health Information Management, Epidemiology, Statistics, Health Policy, Health Administration, or a related field. Desirable qualifications include an advanced university degree (Master’s level or equivalent) in the aforementioned fields, along with additional training or certification in health information systems and medical statistics. Candidates should possess strong analytical skills and experience working with statistical, financial, and administrative health data, as well as an understanding of health information systems and public health reporting systems.
Educational Background: Candidates must have at least a Bachelor’s degree in a relevant field such as Public Health, Health Information Management, Epidemiology, Statistics, Health Policy, or Health Administration. An advanced degree (Master’s level) is preferred, along with additional training or certification in health information systems or medical statistics, which would enhance the candidate's qualifications for the role.
Experience: Candidates should have a minimum of 5 years of professional experience at a responsible level in health system analysis, management of statistical data, health information systems, or health policy development. Essential experience includes conducting analytical reviews of statistical and managerial reporting systems in the health sector, analyzing reporting forms, indicators, and data flows, and preparing analytical materials for decision-makers. Desirable experience includes working with national health information systems, participating in health system financing or governance reforms, and developing data visualization tools.
Languages: Fluent Ukrainian is essential for this position, as it is necessary for effective communication and understanding of local health reporting requirements. A working knowledge of English is desirable, as it may facilitate communication with international partners and stakeholders.

The consultant will work on-site in Kyiv and is not expected to travel. The total contract value is $12,728, with a monthly rate of $3,182 based on 20 working days per month. Payment will be made on a monthly basis after the provision of a Technical Report and approval from the Responsible Officer.
