Job Overview:
The Risk Mitigation and Compliance Analyst position is integral to ensuring the transparent and efficient management of procurement and financial processes for projects funded under the European Investment Bank (EIB) loan facility. The role involves strengthening oversight and compliance with UNDP and EIB regulations, internal controls, and value-for-money principles. The analyst will be responsible for building institutional capacity, mitigating risks, and supporting accurate reporting and cost optimization throughout the project cycle. This position is critical in promoting UNDP's commitment to gender responsiveness and zero tolerance for discriminatory behavior, including harassment and exploitation. The analyst will work closely with project teams and beneficiaries, providing leadership and strategic guidance to ensure that all procurement and financial activities align with organizational standards and contribute to the successful delivery of recovery projects in Ukraine.

Duties and Responsibilities:
  • Ensure Effective Procurement and Financial Compliance Processes: Lead and oversee procurement and financial compliance within the project framework, ensuring adherence to risk mitigation measures and internal controls. Define and manage processes for project implementation funded by the EIB loan facility, ensuring fairness, transparency, and best value for money. Provide capacity development to relevant units and departments through training and information-sharing events. Develop and manage supplier rosters and evaluation mechanisms. Collaborate with counterparts to identify unit costs and assess indicators of sub-standard services or equipment.
  • Reporting and Oversight: Contribute to the preparation of financial reports and forecasts, ensuring accuracy and compliance with EIB and UNDP standards. Monitor financial processes related to project implementation and support the development of mechanisms to address deficiencies in financial management.
  • Knowledge Building and Sharing: Provide technical support in establishing project cycle profiles and implement cost-saving strategies. Participate in working group meetings and share information with local partners. Synthesize lessons learned and best practices in procurement, compliance, finance, and risk mitigation.
  • Institutional Arrangement: Under the supervision of the National Project Manager and guidance from the Team Leader, the analyst will provide leadership and strategic oversight on procurement, financial compliance, and risk mitigation to project teams and beneficiaries. The incumbent will also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's Degree or equivalent) in Procurement, Logistics, Business Administration, Public Administration, Economics, Finance, Social Sciences, or related fields. Alternatively, a first-level university degree (Bachelor’s Degree) combined with an additional 2 years of qualifying experience will be considered. A CIPS level 3 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. If not available at recruitment, it should be obtained within one year of employment. Candidates with a CIPS certification at any lower level will also have a proportionate advantage.

Educational Background:
The educational requirements for this position include an advanced university degree in relevant fields such as Procurement, Logistics, Business Administration, Public Administration, Economics, Finance, or Social Sciences. A first-level university degree in these areas, combined with additional qualifying experience, may also be acceptable. The position highly values candidates with a CIPS level 3 certification, which indicates a strong foundation in procurement principles and practices.

Experience:
The position requires a minimum of 2 years of relevant professional experience at the national or international level in procurement, supply chain management, compliance, reporting, accounting, auditing, or financial management. Candidates with a Master's degree should have at least 2 years of experience, while those with a Bachelor's degree should have a minimum of 4 years of relevant experience. Experience working with PROZORRO and familiarity with Ukrainian national laws and procedures on public procurement and financial issues are also essential.

Languages:
Fluency in English and Ukrainian is required for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Ukrainian to effectively engage with stakeholders and partners.

The position is based in Kyiv, Ukraine, and is part of a 24-month initiative funded by the EIB. The role is full-time and involves working closely with various stakeholders, including government authorities and local partners.
