Job Overview: The Chief of Operations for the Colombian Program will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for ensuring the effective operational implementation of projects. This role involves overseeing the achievement of project objectives, compliance with internal and external requirements, and ensuring proper monitoring, evaluation, accountability, and learning (MEAL) processes are in place. The Chief of Operations will also manage project budgets, logistical operations, and data management, while coordinating with various teams to ensure project success. Additionally, the role includes contributing to HI's external influence and participating in relevant networks to align technical and sectoral strategies. The Chief of Operations will play a crucial role in implementing HI's strategy in Colombia, focusing on inclusive health, protection, resilience, and social and economic inclusion.
Duties and Responsibilities:
Operational Implementation: Ensure measurable achievement of project objectives, compliance with frameworks, and effective monitoring and evaluation. Manage project budgets and logistics, ensuring proper data handling and reporting. Coordinate project teams and report on project results.
Management: Lead and manage project team members, ensuring high performance and well-being. Oversee recruitment, enforce internal regulations, and embody HI's values. Foster innovation and problem-solving within the team.
Expertise: Ensure technical quality in projects, lead assessments in the mine action sector, and develop training packages. Collaborate with HQ specialists to maintain compliance with technical guidelines.
Implementation and Monitoring: Manage safe and timely implementation of activities, conduct field visits for supervision, and ensure adherence to HI's Code of Conduct.
Representation and Reporting: Prepare operational reports, participate in coordination mechanisms, and represent HI in relevant opportunities.
Emergency Preparedness and Response: Support emergency preparedness actions and reorganize team priorities during emergencies to ensure effective responses.
Required Qualifications:
Certification: IMAS EOD 3+ and IEDD certification from an accredited institution.
Experience: Minimum of 5 years in Humanitarian Mine Action with team management experience.
Knowledge: Mastery of land release policy implementation.
Language: Fluency in Spanish and English, both written and spoken.
Soft Skills: Strong interpersonal and intercultural skills, ethical values, critical thinking, problem-solving abilities, and a supportive management style that fosters team independence.
Educational Background: A relevant degree in a field related to humanitarian aid, project management, or a similar discipline is preferred. Additional certifications in mine action or related areas will be advantageous.
Experience: Candidates should have a minimum of 5 years of experience in humanitarian mine action, particularly in roles that involve team management and technical support to field teams. Experience in training and capacity building is also essential.
Languages: Fluency in Spanish and English is mandatory for this position, as effective communication in both languages is crucial for project implementation and reporting. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The position is for a 12-month international contract starting from 15th June 2026, with the possibility of renewal. The contract includes social coverage adapted to the employee's situation, unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary will be based on experience, and additional benefits include a per diem of 617€ net/month, 25 paid leave days per year, and 11 days of rest and recuperation per year. The position is unaccompanied, with travel costs covered for the employee, and additional allowances for children if applicable. HI provides housing and support for families, including health coverage and contributions to school fees.
