Job Overview: As a Project Officer at ADB, you will play a crucial role in providing technical and operational support for project processing and implementation within the transport sector. This position is strategically assigned to the Armenia Resident Mission, where you will work closely with both ADB headquarters staff and local government officials. Your primary responsibilities will include overseeing the implementation of transport projects, conducting reviews, monitoring progress, and coordinating corrective actions as necessary. You will also advise executing and implementing agencies on ADB procurement and consultant recruitment guidelines, ensuring compliance with ADB policies, including safeguards and anti-corruption measures. Additionally, you will participate in fact-finding missions, support project preparation through analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis, and maintain accurate data on project implementation progress. This role requires a proactive approach to problem-solving and collaboration with various stakeholders to ensure the successful delivery of transport sector projects.
Duties and Responsibilities: The duties and responsibilities of the Project Officer include:
Overseeing the implementation of assigned transport projects by conducting regular reviews, monitoring progress, identifying issues, and coordinating necessary corrective actions.
Advising executing and implementing agencies on ADB procurement and consultant recruitment guidelines, reviewing bidding documents, and ensuring compliance with ADB policies, including safeguards and anti-corruption measures.
Participating in fact-finding missions by reviewing technical designs, cost estimates, and procurement packaging, while collaborating with government counterparts.
Supporting project preparation through technical analysis, costing, and addressing related procurement and technical issues.
Conducting transport sector research, analyzing sector issues, updating sector information, and preparing related reports.
Contributing to sector assessments and maintaining knowledge of government investment plans, approval processes, and sector-related organizational structures and policies.
Maintaining the Management Information System (MIS) and ensuring accurate data on implementation progress, contract awards, disbursements, and reporting deliverables for transport projects.
Participating in Tripartite Portfolio Review Meetings (TPRMs) and Country Portfolio Review Missions, preparing background papers, and providing input on transport sector portfolio performance.
Supporting the capacity-building of executing agencies by assessing implementation capacity, identifying needs, and coordinating ADB-led development programs. 1
Performing other responsibilities as assigned by your supervisor and as reflected in your workplan.
Required Qualifications: To qualify for the Project Officer position, candidates must possess a Bachelor's degree in civil engineering, preferably with advanced training. Additionally, candidates should have at least 8 years of relevant professional experience, demonstrating expertise in project management and implementation within the transport sector. Familiarity with different stages of the project cycle, including project planning, feasibility analysis, detailed design, project implementation, construction management, and contract management, is desirable. Candidates should also have sound knowledge of Armenian government administrative procedures and familiarity with accepted best practices of procurement and disbursement processes. Proficiency in written and verbal communication in English and the local language (as applicable) is required, along with familiarity with local institutions and proficiency in technology packages such as word-processing, spreadsheets, and presentation software.
Educational Background: The educational background required for this position includes a Bachelor's degree in civil engineering. Advanced training in relevant fields is preferred, as it will enhance the candidate's ability to perform the technical and operational support functions required for the role.
Experience: Candidates must have at least 8 years of relevant professional experience in project management and implementation within the transport sector. This experience should encompass various stages of the project cycle, including project planning, feasibility analysis, detailed design, project implementation, construction management, and contract management. Additionally, candidates should have at least two years of relevant experience outside ADB within the past five years, which may include roles as a consultant or contractor.
Languages: Proficiency in written and verbal communication in English is mandatory, along with proficiency in the local language as applicable. Knowledge of additional languages may be considered an asset but is not required for this position.
Additional Notes: This position is a local staff appointment, open only to nationals and residents of Armenia. It is a fixed-term appointment with the option to renew for an initial period of 3 years, following the guidelines outlined in ADB's Administrative Order No. 2.0
The appointment is not convertible to a regular position, and while there is no limit on the number of renewals, the role is crucial to ADB's Workforce Rebalancing Framework (2022-2027). The successful candidate may occasionally undertake short-term assignments in other groups or departments as required.
