Job Overview:
As the Senior Program Officer (SPO) for TB & HIV Diagnostics Delivery, you will be instrumental in the introduction, scaling, and monitoring of innovative TB and HIV diagnostic tools in low- and middle-income countries (LMICs). Your role will involve close collaboration with the EDGE and TB/HIV Research & Development teams to ensure that product development timelines and operational requirements align with the implementation pathways at the country level. You will work alongside in-country SPOs and regional offices to support national programs and implementing partners in the effective integration and use of new diagnostic tools. A significant aspect of your role will be to monitor the implementation process, generate evidence regarding the adoption and performance of these tools, and address any delivery challenges to enhance public health outcomes.

Duties and Responsibilities:
Your responsibilities will include leading the strategy development and execution for the introduction and scale-up of TB screening tools and HIV diagnostics. You will inform and translate research and development outputs into practical delivery pathways, considering regulatory, procurement, and service delivery aspects. You will support annual planning and priority setting for the TB/HIV Diagnostics Delivery portfolio. Additionally, you will ensure that new diagnostic tools are integrated into national TB and HIV programs, addressing barriers related to access, supply chain, and data reporting. You will also develop scalable delivery models and manage relationships with diagnostic developers and implementing partners. Monitoring frameworks will be established to track the uptake and impact of new diagnostics, and you will conduct site visits to assess implementation quality. Furthermore, you will engage with Ministries of Health and other stakeholders to facilitate the adoption of diagnostic tools and ensure alignment with global strategies.

Required Qualifications:
Candidates must possess an advanced degree (PhD/MD with 10+ years of experience, or MSc with 15+ years) in public health, biomedical sciences, diagnostics, engineering, or a related field. Extensive experience in diagnostics delivery or implementation, particularly in TB or HIV programs within LMICs, is essential. A strong understanding of diagnostic systems, including procurement, supply chain management, and regulatory pathways, is required. Experience in implementation science and operational evaluation is also necessary, along with the ability to lead complex partnerships with various stakeholders.

Educational Background:
The position requires an advanced degree in a relevant field such as public health, biomedical sciences, diagnostics, or engineering. A PhD or MD is preferred, particularly for candidates with 10 or more years of relevant experience. Alternatively, a Master's degree with 15 or more years of experience is acceptable.

Experience:
Candidates should have significant experience in diagnostics delivery or implementation, ideally within TB or HIV programs in low- and middle-income countries. This includes a strong background in understanding diagnostic systems and the ability to lead partnerships with governments and organizations involved in health initiatives.

Languages:
While the job description does not specify mandatory languages, proficiency in English is likely essential given the international nature of the role. Additional languages relevant to the regions of operation may be beneficial but are not explicitly stated as requirements.

Additional Notes:
The position may require up to 30% domestic and international travel to support implementation efforts and partner engagement. The salary range for this role is between $212,800 and $329,800 USD, with variations based on location and market differences. New hires typically start within the range minimum and midpoint, depending on their skills and experience. The organization emphasizes a commitment to diversity, equity, and inclusion in its hiring practices, ensuring equal opportunity for all candidates.
