Job Overview:
The Programme Management Officer plays a crucial role in the development and implementation of peacekeeping-intelligence policies and programs. This position involves monitoring and supporting the creation of operational guidance documents, evaluating assigned programs/projects, and analyzing their development and implementation. The officer will also lead the development of online training courses related to peacekeeping-intelligence, conduct research and analysis, manage extra-budgetary funds, and generate survey initiatives. The role requires organizing written outputs, providing substantive support for meetings and conferences, and conducting outreach activities, including training workshops and seminars. Additionally, the officer will participate in complex field missions, providing guidance to external consultants and drafting mission summaries. This position demands a high level of professionalism, teamwork, and organizational skills to achieve the goals of the Peacekeeping-Intelligence Coordination Team.

Duties and Responsibilities:
The Programme Management Officer will be responsible for the following duties:
  • Monitor and support the development of operational guidance documents for the DPO policy framework on peacekeeping-intelligence.
  • Develop, implement, and evaluate assigned programs/projects, ensuring effective monitoring and analysis of their development and implementation.
  • Review relevant documents and reports, identifying problems and initiating corrective actions.
  • Liaise with relevant parties to ensure follow-up actions are taken.
  • Lead the development and coordination of PKI online training courses.
  • Research, analyze, and present information from diverse sources.
  • Support the management of extra-budgetary funds.
  • Generate survey initiatives, design data collection tools, and analyze responses to prepare conclusions.
  • Organize and prepare written outputs, including background papers, analyses, and sections of reports. 1
  • Provide substantive backstopping to consultative meetings and conferences, including proposing agenda topics and preparing documents. 1
  • Initiate and coordinate outreach activities, conducting training workshops and seminars. 1
  • Lead and participate in large field missions, providing guidance to external consultants and drafting mission summaries. 1
  • Perform other duties as required.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in fields such as political science, international relations, law, disarmament, security, development management, or conflict resolution. Additionally, at least one year of experience working in an organization dealing with peace or peacekeeping affairs is required. Candidates should have previous experience in developing and coordinating peacekeeping-intelligence policy documents, as well as experience in managing donors and extra-budgetary funding. Experience in developing and coordinating online training related to peacekeeping-intelligence is also essential.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of seven years of progressively responsible experience in relevant fields, including political science, international relations, law, disarmament, security, development management, or conflict resolution. Candidates must also have at least one year of experience working in an organization focused on peace or peacekeeping affairs, along with specific experience in developing and coordinating peacekeeping-intelligence policy documents and online training.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered desirable, also requiring a minimum proficiency level of UN Level II in the same areas.

This position is temporarily available for an initial period of 364 days. If the selected candidate is a current staff member of the United Nations Secretariat, the selection will be treated as a temporary assignment. The position may be limited to candidates based at the duty station, and it may also be restricted to internal candidates who have been recruited through a competitive examination.
