Job Overview: The Assistant Administrative Officer will play a crucial role in the administration of the UNRC's human resource activities, budget management, and general administrative support. This position requires a strong understanding of UN rules and procedures, particularly in human resources, finance, and general administration. The incumbent will be responsible for ensuring that the unit's human resource activities are conducted in accordance with UN policies, providing essential information regarding staffing needs, and assisting in the development of the unit's work program and budget. The role also involves monitoring financial resources, supporting procurement processes, and performing various administrative duties to ensure the smooth operation of the office. The Assistant Administrative Officer will report directly to the OHCHR Team Coordinator in Caracas and will be expected to demonstrate professionalism, effective communication, and strong organizational skills.
Duties and Responsibilities: The Assistant Administrative Officer will undertake a variety of responsibilities, including but not limited to:
Human Resource Management: Administering recruitment, placement, promotion, performance appraisal, job classification reviews, and training activities. Ensuring compliance with UN rules and procedures.
Budget and Finance: Assisting in the development of the unit's work program and budget, analyzing inputs, and formulating resource allocations. Monitoring budget/work program using Umoja, managing trust funds and grants, and supporting financial database implementation.
General Administration: Performing administrative duties such as managing operational travel programs, visas, vendor payments, logistical support for office activities, and maintaining office technology and equipment.
Contributing to the development of budgetary and financial administration guidelines for the unit.
Preparing cost analyses, financial reports, and proposals for new activities aligned with OHCHR-Venezuela's goals.
Required Qualifications: Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively. Candidates should also exhibit conceptual analytical and evaluative skills, enabling them to conduct independent research and analysis. A commitment to gender perspectives and equal participation in all areas of work is essential. Candidates must be able to analyze and interpret data to support decision-making and convey information effectively to management.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of qualified work experience may be accepted in lieu of the advanced degree.
Experience: Candidates with a first-level university degree must have a minimum of two years of experience in administration, finance, accounting, human resources management, or a related area. No experience is required for candidates holding an advanced university degree. Experience with Enterprise Resource Planning (ERP) systems, such as Umoja and/or Inspira, is desirable, as is experience working within the United Nations Common System or similar international organizations.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English and Spanish is required. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages, as per the UN Language Framework.
Additional Notes: This position is temporarily available for six months, with the possibility of extension subject to the availability of funds. Candidates for the National Professional Officer category must be nationals of Venezuela. Current staff members holding a fixed-term, permanent, or continuing appointment may apply for temporary positions no more than one level above their current grade. The position is subject to various eligibility requirements, including considerations for current staff members and retirees.
