Job Overview:
The Senior IT Officer, Business Solutions (Product Manager) plays a crucial role in maximizing the value of products within the Information Technology Services (ITS) organization at the World Bank. This position is responsible for defining and executing a clear product vision and strategy that aligns with the organization's objectives and adheres to global best practices. The Product Manager ensures that the products deliver measurable business value while complying with governance, security" style="border-bottom: 1px dotted #007bff !important;">security, and quality standards. This role requires advanced knowledge of Artificial Intelligence (AI) concepts, modern systems architecture, and familiarity with Low Code / No Code platforms. The Product Manager will lead cross-functional teams, applying Scaled Agile Framework (SAFe) principles to facilitate incremental delivery through continuous planning and execution. Additionally, the role involves acting as a strategic liaison between ITS leadership, business units, and technical teams to foster collaboration and ensure alignment with enterprise architecture and portfolio priorities.

Duties and Responsibilities:
The duties and responsibilities of the Senior IT Officer include developing and communicating a compelling product vision, strategy, and roadmap aligned with ITS objectives. The Product Manager will manage and prioritize the product backlog in collaboration with stakeholders, ensuring alignment with business priorities and technical feasibility. Leading and facilitating agile ceremonies such as Program Increment (PI) Planning, backlog refinement, and system demos is essential. The Product Manager will collaborate closely with Agile Release Trains (ARTs), development teams, business owners, and other stakeholders to ensure incremental delivery of value. Monitoring product performance using defined metrics and implementing continuous improvements based on feedback and data-driven insights is also a key responsibility. The role requires ensuring compliance with ITS governance frameworks, cybersecurity policies, and quality assurance standards throughout the product lifecycle. Additionally, the Product Manager will drive innovation by identifying opportunities for process optimization, automation, and the adoption of emerging technologies, acting as the primary liaison between ITS leadership, business units, and technical teams to ensure transparency and alignment.

Required Qualifications:
Candidates must have proven experience in product management within ITS or similar technology-driven environments. A strong understanding of Agile methodologies, particularly hands-on experience in SAFe practices and Program Increment (PI) Planning, is required. Excellent leadership, communication, and stakeholder management skills are essential, along with an analytical mindset capable of interpreting data and making informed decisions. Familiarity with IT governance, cybersecurity, and compliance standards is necessary. Professional certifications such as SAFe Agile Product Manager, Certified Scrum Product Owner (CSPO), or equivalent are highly desirable. The ability to deliver product increments aligned with PI objectives and achieve stakeholder satisfaction scores is crucial.

Educational Background:
A Master’s degree with 8+ years of relevant experience or a Bachelor’s degree with 14+ years in IT product management or related fields is required. Candidates should have proven experience managing products that incorporate sustainability and compliance components, along with knowledge and competency in Artificial Intelligence (AI) concepts and applications. Understanding of modern systems architecture, including cloud-native and microservices, is essential, as is familiarity with Low Code / No Code platforms and their integration within enterprise solutions.

Experience:
The position requires significant experience in IT product management, with a focus on sustainability and compliance components. Candidates should have demonstrated expertise in Scaled Agile Framework (SAFe) practices, including Agile Release Train leadership and PI Planning. Advanced technical and professional skills, including proficiency in Agile methodologies, product lifecycle management tools, and financial planning systems, are necessary. Strong analytical and problem-solving abilities are essential, along with the capacity to manage competing priorities in a fast-paced environment.
