Job Overview: The Operations Specialist position is designed for a dynamic professional with a strong background in program and portfolio management, particularly within the context of multilateral development banks. The successful candidate will play a crucial role in implementing the South Connection Regional Program, which aims to drive regional integration across South America. Reporting to the Coordinator for Regional Programs within the Andean Country Department (CAN), the Operations Specialist will work closely with the Southern Cone Country Department (CSC) and the South Connection Team. The primary objective of the South Connection Initiative is to enhance regional connectivity, bolster competitiveness, and promote sustainable growth in South America, focusing on three strategic areas: Connectivity, Regional and Global Value Chains, and Regulatory and Institutional Strengthening. This role requires a proactive approach to managing operational tasks and engaging with various stakeholders to ensure the successful execution of regional integration projects.
Duties and Responsibilities: The Operations Specialist will be responsible for a wide range of duties, including but not limited to: advancing the operational implementation of the South Connection Initiative for Andean countries; ensuring alignment with strategic goals and measurable outcomes; preparing data-driven insights and sectoral analyses for multi-year programming processes; providing daily operational support for regional integration projects; coordinating project execution to align with the Institutional Strategy IMPACT+; analyzing project portfolio status and making recommendations; monitoring project results and progress; developing contracting processes for Technical Cooperations; supporting the development of new tools and financial instruments; and creating strategic reports for senior management and the Board of Directors. Additionally, the role involves engaging with stakeholders, coordinating high-impact regional integration dialogues, and designing and leading high-level meetings and conferences to promote regional integration.
Required Qualifications: Candidates must possess a Master's degree (or equivalent advanced degree) in fields such as International Relations, Economics, Political Science, Law, or other relevant areas. A minimum of five years of progressive experience in a related field within a multinational environment is required. Familiarity with the Bank's operational procedures, particularly in project management methodology, is considered an advantage. The ideal candidate should demonstrate strong analytical skills, strategic thinking, and the ability to work independently with limited oversight.
Educational Background: The educational requirement for this position includes a Master's degree or an equivalent advanced degree in a relevant field such as International Relations, Economics, Political Science, or Law. This educational background is essential to equip the candidate with the necessary knowledge and skills to effectively manage the responsibilities associated with the role.
Experience: The position requires at least five years of progressive experience in a related field, particularly within a multinational environment. Candidates should have a solid understanding of program and portfolio management, as well as experience working with or alongside multilateral development banks. Familiarity with the Bank's operational procedures and project management methodologies will be beneficial for success in this role.
Languages: Proficiency in both English and Spanish, both written and spoken, is mandatory for this position. This bilingual requirement is crucial for effective communication and collaboration within the diverse teams and stakeholders involved in regional integration efforts. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
