Job Overview:
The Community Technical Advisor and Zonal Lead position is crucial for the implementation of the EpiC project in Cameroon, which aims to achieve HIV epidemic control among at-risk populations. This role involves providing technical guidance on community-based HIV testing, treatment, care, and support services. The Zonal Lead will supervise Technical Officers in both Yaounde and Bertoua, ensuring that project activities align with work plans and that implementation is timely and effective. The position requires close collaboration with various stakeholders, including government agencies and community organizations, to enhance the delivery of high-quality HIV-related services. The advisor will also be responsible for monitoring project outputs and ensuring compliance with funder obligations, thereby playing a key role in the overall success of the project.

Duties and Responsibilities:
The duties and responsibilities of the Community Technical Advisor and Zonal Lead include leading and coordinating the zonal project team, which encompasses clinical, strategic information, finance, and administration functions. The advisor will maintain collaborative relationships with government agencies and implementing partners, supervise and mentor Technical Officers, and provide technical assistance to local organizations. They will also promote data use for decision-making, develop project plans, track project outputs, and ensure that technical implementation adheres to best practices. Additionally, the advisor will participate in meetings, contribute to donor reports, and represent FHI 360 at professional events. The role requires the development and implementation of training interventions to address capacity gaps within the team and local organizations.

Required Qualifications:
Candidates must possess a Master’s Degree or its international equivalent in Public Health, Behavioral, Life/Social Sciences, or a related field, with a preference for Medical Doctors. Program Management Certification is also preferred. The position requires at least 8 years of relevant experience in the technical implementation of PEPFAR or HIV-related public health programs, along with documented experience in providing technical assistance and capacity building in HIV/AIDS service delivery. Candidates should demonstrate sensitivity to cultural differences and an understanding of the sociopolitical nuances in Cameroon, as well as experience in the public health sector and working in insecure environments. Strong report writing, analytical, and communication skills are essential, along with proficiency in Microsoft Office applications.

Educational Background:
The educational background required for this position includes a Master’s Degree or its equivalent in relevant fields such as Public Health, Behavioral Sciences, or Social Sciences. A Medical Doctor degree is preferred, indicating a strong foundation in health-related disciplines. Additional certifications in Program Management are advantageous and reflect a commitment to professional development in the field.

Experience:
The ideal candidate should have a minimum of 8 years of relevant experience in public health, specifically in the implementation of PEPFAR or HIV-related programs. This experience should include providing technical assistance and capacity building to community-based organizations, as well as familiarity with the public health landscape in Cameroon. Experience in non-governmental organizations (NGOs) and working in challenging environments is also highly valued, as it demonstrates the ability to navigate complex operational contexts.

Languages:
Fluency in both French and English is required for this position, as effective communication with diverse stakeholders is crucial. Proficiency in additional languages may be considered an asset, enhancing the advisor's ability to engage with various communities and partners.
