Job Overview:
The International Programme Coordinator (IPC) plays a crucial role in the formulation, coordination, and management of the Libya Country Programme under the direct supervision of the UNFPA Representative. This position is responsible for ensuring the integration of population data, reproductive health, youth, and protection dimensions into the broader development agenda while maintaining the office's humanitarian preparedness and response capacity. The IPC will contribute to strengthening the Country Office's capacity to deliver quality programmes and engage with national counterparts, bilateral and multilateral donor agencies, development partners, and other stakeholders to facilitate the delivery of the country programme. The IPC will also act as the officer in charge to the representative upon request, supporting the overall mission of UNFPA in Libya.

Duties and Responsibilities:
The IPC will be responsible for a wide range of duties including: facilitating the achievement of programme results by coordinating inputs into programme development and implementation across various areas; providing direct strategic supervision and performance management of programme staff; fostering a culture of accountability and collaboration within the programme team; coordinating the annual work planning and results reporting process for the country programme; ensuring compliance with UNFPA financial rules and regulations; overseeing programme resources and ensuring strategic allocation aligned with priorities; establishing quality assurance systems; promoting a results-based approach; supporting the Country Office in leveraging environmental scans and resource mobilization; overseeing mandatory programme evaluations; coordinating with UN-wide and development partner discussions; leading humanitarian response programming; and ensuring that programme implementation is risk-informed and conflict-sensitive.

Required Qualifications:
Candidates must possess a Master’s degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or a related social science discipline. Additionally, candidates should have at least 7 years of progressively responsible professional experience in programme management and/or development, including project design, appraisal, and management relevant to population and development activities. They should demonstrate the ability to refine programme design to align organizational objectives with national priorities, manage partnerships with various stakeholders, lead negotiations and resource mobilization efforts, and possess excellent communication skills for high-level representation.

Educational Background:
A Master’s degree in a relevant field such as Public Health, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related social science disciplines is required for this position. This educational background is essential for understanding the complexities of population and development issues and for effectively managing programmes that address these challenges.

Experience:
Candidates should have a minimum of 7 years of progressively responsible professional experience in programme management and development, particularly in areas related to population and development. This experience should include project design, appraisal, and management, as well as a proven ability to lead teams and achieve demonstrable results. Field experience and prior experience within the UN system, particularly with UNFPA, are considered strong assets.

Languages:
Fluency in English is required for this position, and fluency in Arabic is considered a strong asset. Proficiency in these languages is essential for effective communication and collaboration with various stakeholders, including government officials, donors, and local communities.
