Job Overview:
The position involves conducting a comprehensive study on the situation of missing persons in the Dominican Republic. The contractor will analyze the causes, trends, and institutional responses related to disappearances, identify gaps in reporting mechanisms, and formulate evidence-based recommendations. The study will adopt a human rights-based approach, considering aspects of gender, disability, mental health, and vulnerability. The ultimate goal is to strengthen the role of the Ombudsman and improve mechanisms for prevention, search, care, and comprehensive reparation for affected individuals and families. The contractor is expected to engage with various stakeholders, including government agencies, civil society organizations, and affected communities, to gather data and insights that will inform the study.

Duties and Responsibilities:
  • Conduct a thorough analysis of the current situation regarding missing persons in the Dominican Republic, including statistical data and case studies.
  • Identify and assess the institutional responses to cases of disappearances, including law enforcement and judicial processes.
  • Engage with stakeholders to gather qualitative data on the experiences of families of missing persons and the challenges they face.
  • Analyze the gaps in existing reporting mechanisms and propose improvements to enhance accountability and transparency.
  • Formulate evidence-based recommendations aimed at strengthening the role of the Ombudsman and improving prevention and response mechanisms.
  • Prepare a comprehensive report detailing findings, analysis, and recommendations, ensuring clarity and accessibility for various audiences.
  • Present findings to relevant stakeholders and participate in discussions to advocate for necessary changes based on the study's outcomes.

Required Qualifications:
  • Proven expertise in human rights, social research, or a related field.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Experience working with vulnerable populations, particularly in the context of disappearances or human rights violations.
  • Familiarity with the legal and institutional framework related to missing persons in the Dominican Republic.
  • Excellent communication skills, both written and verbal, in Spanish.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A minimum of a Master's degree in social sciences, human rights, law, or a related field is required. A PhD in a relevant discipline would be an advantage. Additional certifications or training in research methodologies or human rights advocacy would be beneficial.

Experience:
A minimum of 5 years of relevant professional experience in conducting research, particularly in the field of human rights or social issues. Experience working with international organizations or NGOs focused on human rights is highly desirable. Proven track record of conducting studies or assessments related to missing persons or similar topics is essential.

Languages:
Fluency in Spanish is mandatory, as the study will be conducted in the Dominican Republic. Proficiency in English is desirable but not required. Knowledge of other languages spoken in the region may be considered an asset.

Additional Notes:
This position is for an individual contractor and is not open to firms or companies. The contract duration will be specified upon selection, and the work is expected to be conducted on a full-time basis until the completion of the study. The contractor will be required to submit their proposal through the UNDP supplier portal, and any clarifications must be requested in writing through the portal's messaging functionality. Compensation details will be discussed during the negotiation phase.
