Job Overview: The Consultant - Project Manager for Refurbishment will oversee the refurbishment of child witness rooms in High Courts across 34 locations in Sri Lanka, ensuring adherence to technical standards, designs, and timelines. The consultant will be responsible for developing Bill of Quantities (BoQs) for tendering, supervising the quality of works, and certifying completed works according to approved designs and specifications. This role requires a proactive approach to project management, ensuring that all refurbishment activities are completed efficiently and effectively, while maintaining high standards of quality and safety.
Duties and Responsibilities: The consultant will manage the overall administration and engineering support for the refurbishment projects, including:
Developing BoQs for child witness rooms and supervising refurbishment works.
Coordinating with stakeholders and vendors to ensure timely technical inputs and approvals.
Ensuring compliance with government levies and contractor obligations.
Chairing and documenting weekly site meetings with stakeholders.
Managing engineering consulting/design companies to achieve expected surveys and designs.
Preparing schedules for refurbishment activities and monitoring progress against budgets and timelines.
Compiling detailed progress reports for stakeholders.
Implementing quality control systems and ensuring health and safety measures are in place.
Responding to Requests for Information (RFIs) and managing contract variations. 1
Coordinating post-refurbishment activities, including drafting maintenance guidelines and managing defects during the liability period.
Required Qualifications: Candidates must possess a Bachelor's degree in Civil Engineering, Architecture, or Building Construction/Refurbishment. They should have specialist skills in procurement, tendering, and contracting processes, as well as experience in technical documentation preparation and construction supervision. Strong methodological and calculation skills are essential, along with knowledge of accessibility, eco-friendly initiatives, and disaster risk reduction.
Educational Background: A Bachelor's degree in a relevant field such as Civil Engineering, Architecture, or Building Construction/Refurbishment is required. Advanced degrees or certifications in project management or related fields may be advantageous.
Experience: A minimum of 8 years of professional experience in civil engineering, architecture, or building/construction/refurbishment is required. Candidates should have experience in managing medium to large-scale construction projects, particularly in public or private sectors, and experience working with UN or international development organizations is a plus.
Languages: Fluency in English and Sinhala is mandatory, with strong writing and documentation skills. Additional language skills may be considered an asset.
