Job Overview: The Procurement Officer plays a crucial role within the procurement department, overseeing a vital part of the supply chain. This position involves reviewing procurement requests (PRs) specifications, preparing requests for quotations/proposals (RFQ/P), and sending these out to potential and eligible suppliers. The Procurement Officer will also participate in evaluating suppliers, maintaining relationships, and ensuring the cost-effective procurement of materials, parts, services, or goods. The jobholder is responsible for ensuring adherence to RI's procurement policies and procedures, acting as a 'buyer' for RI, and following each step of the procurement process from the receipt of procurement requests to the receipt of goods and payment to suppliers. The role requires accountability for ensuring that all RI standards and donor compliance requirements are met, making it essential for the Procurement Officer to have a thorough understanding of procurement processes and regulations.
Duties and Responsibilities: The Procurement Officer's duties and responsibilities include providing input to RI procurement planning, advising on the completion of procurement request forms, and ensuring timely completion of procurements related to country activities. The officer will process procurement requests in accordance with RI policies and procedures, ensuring transparency, accountability, efficiency, and cost-effectiveness. They will manage, track, and record all procurements using relevant forms and templates, including the procurement tracker. Acting as the point of contact for suppliers, vendors, and service providers, the officer will liaise with Program Managers to ensure that the quality, quantity, and pricing of purchased goods are mutually agreed upon. Additionally, the officer will ensure detailed completion and filing of all procurement documentation, engage with requesters on their procurement needs, and maintain regular communication regarding the progress of requests. The officer will also assist in the induction of new operation and program staff, maintain the BIS License and VAT exemption database, engage with freight forwarding agencies, and conduct local market surveys to understand the availability and pricing of supplies and services. Furthermore, the officer will lead asset management activities, ensuring all procured assets are appropriately tagged, recorded, and insured, and will supervise fleet management activities, ensuring efficient operations and accurate reporting.
Required Qualifications: To qualify for the Procurement Officer position, applicants must possess a degree in Procurement, Supply Chain Management, Logistics, or a related field. A minimum of three years of general logistics experience is required, with at least two years of experience in logistics within humanitarian organizations. Candidates should demonstrate high computer literacy, particularly in MS Word, Excel, PowerPoint, PDF, and Internet applications. The ability to work independently, take personal initiative, and manage multiple tasks in a dynamic operational environment is essential. Strong facilitation skills, excellent written and spoken English language skills, and the ability to coach others and work effectively in a team are also required. Additionally, candidates should possess excellent interpersonal skills, cultural awareness, and the ability to navigate operational environments effectively.
