Job Overview: The National Consultant on employment and labour market inclusion will play a crucial role in supporting the UNDP's Inclusive Growth Cluster. This position is specifically focused on enhancing the employment and labour market inclusion of persons with disabilities (PwD). The consultant will be responsible for providing specialized inputs aimed at mainstreaming employment opportunities for PwD, which includes developing strategies for supported employment, creating incentives for employers, and facilitating workplace adaptations. Additionally, the consultant will work on transitioning individuals from institutional settings to community-based employment, thereby contributing to the National Programme on PwD and the National Program on Employment. The consultant is expected to engage with various stakeholders, including government agencies, NGOs, and the private sector, to promote inclusive employment practices and policies.
Duties and Responsibilities:
Conduct a comprehensive analysis of the current employment landscape for persons with disabilities in Moldova, identifying barriers and opportunities for inclusion.
Develop and propose strategies for mainstreaming employment and labour market inclusion of PwD, including supported employment models and workplace adaptations.
Collaborate with employers to create incentives for hiring PwD and provide guidance on best practices for inclusive workplaces.
Facilitate training sessions and workshops for employers and stakeholders on the importance of inclusive employment practices.
Support the transition of PwD from institutional settings to community-based employment, ensuring that necessary support systems are in place.
Monitor and evaluate the effectiveness of implemented strategies and provide recommendations for improvement.
Prepare reports and documentation on progress and outcomes related to employment inclusion initiatives for PwD.
Required Qualifications:
Proven expertise in employment policies, labour market inclusion, and disability rights.
Strong understanding of the challenges faced by persons with disabilities in the labour market.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Experience in developing training materials and conducting workshops or training sessions.
Ability to work independently and manage multiple tasks effectively.
Educational Background: A minimum of a Master's degree in Social Sciences, Human Resources, Public Policy, or a related field is required. Additional certifications or training in disability inclusion or employment policies will be considered an asset.
Experience: At least 5 years of professional experience in employment policy development, labour market analysis, or related fields. Experience working with persons with disabilities and knowledge of inclusive employment practices is highly desirable. Previous experience with UN agencies or international organizations will be an advantage.
Languages: Fluency in English is mandatory. Proficiency in Romanian and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and beneficiaries.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time, with flexibility in hours as needed to meet project demands. Compensation will be commensurate with experience and qualifications.
