Job Overview:
The Backend Development Analyst will support the Digital National Farmers Registry (dNFR) by reviewing, adjusting, and strengthening backend services and integrations required for compliant user-facing changes and reliable system operation. The role involves analyzing the existing dNFR backend architecture, identifying gaps against functional, security" style="border-bottom: 1px dotted #007bff !important;">security, interoperability, and performance requirements, and implementing necessary backend updates. The Developer will work within the framework of the EMAG Project, which aims to promote rural agriculture development and quality employment for vulnerable populations in Moldova. This position is crucial for ensuring that the backend services are efficient, accessible, and aligned with the project’s goals of enhancing agricultural modernization and digital governance. The Developer will coordinate with technical teams from the Ministry of Agriculture and Food Industry and the Moldova Electronic Governance Agency to confirm requirements and validate deliverables, ensuring that the backend adjustments are executed effectively and within the agreed scope.

Duties and Responsibilities:
The Backend Development Analyst will be responsible for the effective implementation of backend services for the dNFR informational system. Key responsibilities include designing and implementing backend services for various sections such as the Persons Registry and Farm Registry, developing RESTful APIs for data operations, managing database schema and queries, ensuring security features, conducting unit/integration testing, and using version control (Git). The Developer will also review and validate backend specifications, analyze workflows for compliance with standards, assist in refining backend requirements, and support change management processes. Additionally, the incumbent will document APIs and provide knowledge transfer, ensuring that user feedback and bug reports are addressed effectively.

Required Qualifications:
Candidates must possess an advanced university degree in Computer Science, Engineering, or related fields, or a first-level university degree with additional qualifying experience. A minimum of 2 years of relevant work experience in backend software development is required, with a preference for candidates who have experience using modern stacks/frameworks such as Java 11 or higher/OSGI, Spring Boot, or equivalent. Demonstrated experience in implementing RESTful APIs, server-side languages, and backend development is essential. Familiarity with integrations, microservices, GIS data handling, security protocols, and cloud services is desired. Previous experience in digital transformation projects within the public sector is an advantage.

Educational Background:
The position requires an advanced university degree in Computer Science, Engineering, or related fields. Alternatively, a first-level university degree (Bachelor’s degree) combined with an additional two years of qualifying experience will be considered in lieu of the advanced degree. This educational background is crucial for understanding the technical requirements and challenges associated with backend development in the context of the EMAG Project.

Experience:
The ideal candidate should have a minimum of 2 years of relevant work experience with a Master’s degree or 4 years with a Bachelor’s degree in backend software development. This experience should include progressively responsible roles at the national or international level, demonstrating a solid understanding of backend systems and their integration within larger digital frameworks.

Languages:
Fluency in English and Romanian is required for this position. Knowledge of one or more minority languages relevant for Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, and sign language, is considered an asset. This linguistic capability is important for effective communication with diverse stakeholders and ensuring inclusivity in service delivery.

The position is part of a project that aims to strengthen Moldova’s institutional and digital governance systems to expand access to employment and modernize agricultural service delivery for vulnerable rural populations. The Developer will work under the supervision of the EMAG Project Manager and collaborate closely with various stakeholders, including governmental institutions.
