Job Overview:
The Data Analyst position is designed to support the Bureau for European Integration (BIE) within the State Chancellery of Moldova. The primary focus of this role is to enhance the use of data and analytical tools for planning, monitoring, and reporting processes related to the EU accession agenda. The Analyst will provide applied analytical support to institutional workflows, particularly concerning the coordination, monitoring, and reporting of commitments under the National Programme for Accession (NPA). This role requires close collaboration with designated counterparts within the Bureau for European Integration and relevant interinstitutional stakeholders involved in the EU accession process. The Analyst will be embedded within the Bureau for European Integration, receiving technical guidance from the Data Intelligence Unit (DIU) and the UNDP Policy Specialist. The position emphasizes applied analysis, continuity, and institutional uptake, rather than analytical design or policy leadership, and aims to support transparent, efficient, and informed coordination of the EU accession process.

Duties and Responsibilities:
The Analyst's key responsibilities include supporting institutional planning, monitoring, and analytical processes by providing evidence-based planning, monitoring, and reporting processes within the beneficiary institution. This involves contributing analytical inputs to internal planning documents, progress updates, briefings, and reporting products. The Analyst will prepare analytical summaries, tables, dashboards, and visual materials to aid internal decision-making and management processes. Additionally, the Analyst will respond to ad hoc analytical requests from institutional counterparts and the UNDP project team. The role also includes supporting data collection, management, and quality assurance by mapping, consolidating, and routinely updating key administrative and sectoral data sources, assessing data quality, and performing basic data validation and cleaning. The Analyst will prepare clear visualizations tailored to the needs of institutional management and support the maintenance of dashboards and analytical tools. Furthermore, the Analyst will act as a focal point for analytical coordination, maintain regular communication with the Data Intelligence Unit, and support basic data literacy and knowledge-sharing activities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as Economics, Statistics, Data Science, Public Policy, Social Sciences, or Information Systems. Alternatively, a first-level university degree (Bachelor’s degree) combined with two years of qualifying experience will be considered. Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have at least two years of relevant experience in data analysis, data management, monitoring and reporting, or project implementation at the national or international level. Desired skills include experience with public institutions, familiarity with data governance principles, and practical experience in applied data analysis and visualization.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields relevant to data analysis and public sector analytics. A Bachelor’s degree in the same areas, combined with additional qualifying experience, will also be accepted. Additional training or certification in data analysis, data visualization, monitoring and evaluation, project management, or digital governance is considered an advantage.

Experience:
The level of experience needed for this position varies based on educational qualifications. Applicants with a Master’s degree are not required to have prior professional experience, while those with a Bachelor’s degree must have a minimum of two years of relevant work experience in data analysis, data management, or related fields. Experience working with public institutions or development projects is highly desirable, as is familiarity with monitoring frameworks and reporting systems.

Languages:
Fluency in Romanian and English is mandatory for this position. Knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset.

The Data Analyst will be engaged under a short-term contract with UNDP and will report to the UNDP Moldova Policy Specialist.
