Job Overview:
The UN Volunteer, Associate Registration and Identity Management Officer, will work under the direct supervision of the Senior Protection Officer in Adjumani and the technical supervision of the Senior Registration and Identity Management Officer in Kampala. This role involves supporting the Office of the Prime Minister in executing registration activities in Sub Office Adjumani, which includes Field Office Kiryandongo and Field Unit Lamwo. The officer is expected to have substantial experience in planning, implementing, and managing registration activities, as well as managing population data. The position requires overseeing registration and identity management activities, ensuring the efficiency and inclusivity of registration processes, and providing technical guidance and training to UNHCR staff and partners. The officer will also monitor and evaluate registration activities to ensure compliance with standard operating procedures and implement data quality control measures to prevent fraud.

Duties and Responsibilities:
The duties and responsibilities of the UN Volunteer, Associate Registration and Identity Management Officer include: overseeing registration and identity management activities in Sub Office Adjumani, ensuring individual biographic and biometric enrolment, and issuing identity credentials; planning and providing technical support for the registration and documentation of new arrivals; ensuring that registration processes are inclusive and protect personal data; recording vital events of refugees and asylum seekers in the proGres system; providing training and technical guidance on the use of various registration tools; monitoring registration activities for consistency with standard operating procedures; implementing data quality control activities; ensuring refugee identity data supports protection interventions; facilitating access to services for refugees through trusted identity credentials; collaborating with partners on registration and documentation; preparing population statistics on asylum seeker and refugee trends; and performing other related duties as required.

Required Qualifications:
Candidates must demonstrate a strong understanding of operations relevant to UNHCR, possess technical capabilities or knowledge applicable to UNHCR procedures, and exhibit discretion, political sensitivity, and diplomacy. They should have the ability to liaise with various actors, particularly in senior positions, and possess a high degree of autonomy and personal initiative. Resourcefulness, confidentiality, and a client-oriented approach are essential. Candidates should also demonstrate integrity by adhering to UN values and ethical standards, resisting undue political pressure, and taking prompt action against unprofessional behavior. Teamwork and respect for diversity are crucial, as is a commitment to continuous learning and adaptability to changes in the work environment.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, international relations, or a related field. Advanced degrees may be preferred, depending on the specific requirements of the position.

Experience:
Candidates should have proven experience in planning, implementing, and managing registration activities, as well as experience in managing population data. Experience working with refugees or in humanitarian settings is highly desirable, along with familiarity with registration systems and tools used in refugee management.

Languages:
Fluency in English is mandatory, both spoken and written. Knowledge of additional languages relevant to the refugee population in Uganda, such as Arabic or local languages, is considered an asset and may enhance communication with diverse groups.

Additional Notes:
This position is categorized as a Family Duty Station E with an R&R cycle of 12 weeks. However, public services in Adjumani are basic and may not be suitable for families. The office provides a guesthouse with basic services, and staff are advised to carry appropriate medical supplies due to limited medical services in the area. The climate is tropical, with distinct dry and rainy seasons, and staff should be prepared for the environmental conditions.
