Job Overview: The position of Oficial de WASH involves working within a multidisciplinary team to support UNICEF's WASH (Water, Sanitation, and Hygiene) program in Venezuela. The role is critical in monitoring and implementing WASH activities in communities, schools, and health centers, ensuring that interventions meet quality standards and effectively address the needs of vulnerable populations. The Oficial de WASH will be responsible for overseeing the delivery of supplies, monitoring the quality of WASH facilities, and promoting safe water and hygiene practices within the community. This position requires a proactive approach to problem-solving and collaboration with local stakeholders to enhance community resilience and empower local capacities.
Duties and Responsibilities: The Oficial de WASH will have a comprehensive set of responsibilities, including:
Monitoring and Follow-up: Ensuring timely delivery and quality of reports and indicators from both direct implementation and partner organizations. Monitoring the proper use, storage, and distribution of WASH supplies in various intervention spaces. Participating in technical visits to verify the progress and quality of WASH works, especially in hard-to-reach areas. Supervising the functionality of WASH facilities in communities and health centers. Supporting data collection in the field, including checklists and photographic records.
Promotion of Water, Sanitation, and Hygiene (ASH): Providing technical support and quality control to local actors in implementing WASH projects according to established standards. Facilitating community processes for promoting safe water and hygiene practices. Coordinating with other sectors and local authorities to enhance WASH interventions. Supporting community mobilization efforts for the sustainability of WASH infrastructures.
Capacity Building: Assisting in planning and developing training agendas for local partners and community committees. Facilitating training sessions on UNICEF's WASH approach and best hygiene practices. Providing technical support for local capacity strengthening in community monitoring of WASH works.
Evaluation and Analysis: Identifying technical, logistical, or community bottlenecks in WASH activities and proposing solutions.
Technical Supervision and Quality Assurance: Supporting the design and updating of monitoring schedules for WASH implementations. Preparing Terms of Reference for contracting works and improvements in WASH services. Conducting quality control during the execution of WASH works to ensure compliance with technical standards. Promoting the application of Sphere standards and Core Commitments for Children, especially in emergencies.
Other Functions: Performing any other related activities as assigned by the supervisor based on the needs of the WASH program in Caracas.
Required Qualifications: Candidates must possess a strong understanding of WASH principles and practices, with a focus on community engagement and capacity building. They should demonstrate professionalism, integrity, and a commitment to continuous learning. Flexibility and teamwork are essential, as the role involves collaboration with various stakeholders and adapting to changing circumstances in the field.
Educational Background: A degree in public health, environmental science, social sciences, or a related field is required. Additional certifications or training in WASH-related topics will be considered an asset.
Experience: Candidates should have at least 2-3 years of relevant experience in WASH program implementation, monitoring, and evaluation. Experience working in humanitarian contexts or with international organizations is highly desirable, particularly in settings similar to Venezuela.
Languages: Fluency in Spanish is mandatory, as it is the primary language of communication in Venezuela. Proficiency in English is considered a valuable asset, especially for collaboration with international teams and reporting.
Additional Notes: This position is based in the central office in Caracas and offers a monthly sustenance allowance of 1299 USD, along with a pre-assignment subsidy and a final assignment subsidy upon contract completion. Volunteers will receive medical, dental, and hospital insurance, as well as life and disability insurance. The role is full-time and may involve travel to various communities within the region.
