Job Overview: The Procurement and Supply Chain Analyst plays a crucial role in supporting the procurement and supply chain management (PSM) function within the context of HIV and TB national programs. Reporting directly to the Programme Manager and coordinating with the Programme Management Unit (PMU), the Analyst is responsible for ensuring that procurement processes for HIV and TB commodities are conducted efficiently, transparently, and in compliance with UNDP and Global Fund regulations. This position requires a strong understanding of procurement processes, supply chain logistics, and health product management. The Analyst will be involved in planning and implementing local and international procurement of health products, preparing requisitions, managing tendering processes, and ensuring adherence to quality assurance standards. Additionally, the role involves supporting national programs and NGOs in strengthening their capacity for quantification, forecasting, and inventory management, thereby contributing to the overall effectiveness of health service delivery.
Duties and Responsibilities: The Procurement and Supply Chain Analyst will undertake a variety of duties under the supervision of the Programme Manager, including:
Planning and implementing procurement processes for HIV/TB health products, ensuring compliance with UNDP and Global Fund policies.
Preparing requisitions and managing tendering processes, including supplier clarifications and tracking procurement timelines.
Maintaining procurement plans, tracking sheets, and contract statuses, while ensuring timely delivery and payment processes.
Leading the preparation of product specifications and ensuring adherence to quality assurance standards set by WHO and Global Fund.
Supporting documentation and clearance for inbound shipments, coordinating customs clearance, and delivery logistics.
Assisting national programs and NGOs in strengthening their supply chain management, including quantification, forecasting, and stock monitoring.
Conducting routine checks and verification visits to validate inventory data and identify potential risks such as stockouts or expiries.
Preparing and submitting health products management templates and budgets, and supporting programmatic reviews and updates to stakeholders.
Contributing to knowledge management by documenting lessons learned and best practices in procurement and supply chain processes.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Business Administration, Procurement, Pharmaceutical Science, Public Health, Public Policy, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered. A CIPS level 3 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. If not obtained prior to recruitment, it should be acquired within one year of employment. Candidates with lower-level CIPS certifications will also be given a proportionate advantage based on their qualifications.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Business Administration, Procurement, Pharmaceutical Science, Public Health, or Public Policy. Alternatively, candidates with a first-level university degree (bachelor’s degree) in these areas, along with two years of relevant professional experience, will also be considered. The position favors candidates with a CIPS level 3 certification, which is highly desirable and advantageous for applicants at the time of application.
Experience: The level of experience required for this position varies based on educational qualifications. Applicants with a master’s degree (or equivalent) are not required to have prior professional work experience. However, those with a bachelor’s degree (or equivalent) must have a minimum of two years of relevant professional experience in procurement of health products, including planning, monitoring, forecasting, and quantification. Additional experience coordinating with government disease programs or NGOs, as well as hands-on experience with quantification and supply planning, is highly valued.
Languages: Fluency in English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration within the organization and with external partners.
