Job Overview:
The Partnership Officer (Contract Management) will play a crucial role in supporting the effective management of DRC's partnerships with civil society organizations (CSOs) and local authorities in Ukraine. This position is integral to the full project cycle of partner-led programming, which includes activities such as CSO mapping, conducting partner due diligence, preparing sub-grant agreements, and overseeing project initiation, implementation, and closure. The Partnership Officer will serve as the primary point of contact for partners, providing day-to-day guidance and ensuring compliance with DRC standards and donor requirements. This role requires strong organizational skills and the ability to coordinate effectively with both internal and external stakeholders to facilitate successful partnerships and project outcomes.

Duties and Responsibilities:
The Partnership Officer will be responsible for a variety of tasks, including but not limited to:
  • Sub-grant Administration and Compliance: Supporting the administration of sub-grants throughout the project cycle, managing records in DRC's internal systems, and ensuring timely preparation and signing of sub-grant agreements.
  • Due Diligence and Vetting: Updating CSO vetting processes in accordance with donor requirements and monitoring corrective action plans resulting from due diligence.
  • Grants Management and Reporting: Providing administrative support during proposal reviews, ensuring all management tools are updated, and assisting in the preparation of partner narrative reports.
  • Partner Support and Capacity Development: Organizing capacity-strengthening initiatives for local CSOs and identifying compliance gaps for targeted support.
  • Coordination and Communication: Preparing updates and documentation for consortium governance meetings and ensuring complete partner documentation for audits.

Required Qualifications:
To be considered for this position, candidates must possess a university degree in international relations, project management, business administration, or a related field. A proven understanding of donor compliance is essential, along with strong organizational and analytical skills, and attention to detail. Candidates must have an excellent command of written and spoken Ukrainian and advanced skills in Microsoft Office applications and database management.

Educational Background:
Candidates are required to have a university degree in a relevant field such as international relations, project management, or business administration. This educational background is crucial for understanding the complexities of partnership management and compliance within the humanitarian sector.

Experience:
The ideal candidate should have at least 2 years of experience in grants or partnership management, preferably within an international non-governmental organization (INGO) or a United Nations (UN) agency. This experience is vital for understanding the operational and compliance aspects of managing partnerships in a humanitarian context.

Languages:
Fluency in written and spoken Ukrainian is mandatory for this position. Additionally, a good command of English is desirable, as it may facilitate communication with international partners and stakeholders.

Additional Notes:
The position is offered on a contract basis for 12 months, with the possibility of renewal depending on performance and funding availability. There is a preliminary 3-month probation period. The duty station for this role is Mykolaiv, and the expected start date is April 202
