Job Overview: The Data and Functional Business Analyst will play a crucial role in supporting the modernization of agricultural service delivery and labor market participation in Moldova, particularly for vulnerable populations. This position is integral to the UNDP's initiative aimed at enhancing the digital governance systems that underpin employment and agricultural services. The Analyst will be responsible for conducting business process reviews, developing functional specifications, and ensuring that the digital transformation objectives align with the needs of the National Employment Agency (NEA) and the Ministry of Labour and Social Protection (MLSP). The role requires a deep understanding of both the technical and functional aspects of digital systems, as well as the ability to engage with various stakeholders to facilitate the successful implementation of these systems. The Analyst will also contribute to the development of a modern, interoperable Information System for NEA, which is essential for improving service delivery and targeting vulnerable groups effectively.
Duties and Responsibilities: The Analyst will be responsible for a wide range of duties, including conducting business process reviews and functional analysis of NEA services, developing process documentation and functional specifications, and translating policy requirements into structured functional and data requirements. The Analyst will coordinate functional validation with NEA and MLSP, contribute to the preparation of terms of reference for information systems, and define integration logic between NEA and external systems. Additionally, the Analyst will facilitate workshops and training sessions for NEA personnel, support change management initiatives, and assist in the procurement of IT development services. The role also involves providing functional guidance during system development, participating in technical coordination meetings, and ensuring that all developed functionalities meet the approved requirements. The Analyst will work closely with various stakeholders, including the contracted IT development company, to ensure successful project outcomes.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in Economics & Management, Public Administration, Computer Science, IT, Engineering, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered. Applicants with a Master's degree are not required to have professional work experience, while those with a Bachelor's degree must have a minimum of two years of progressive experience in business analysis, project management, or software development. Proficiency in using computers, office software packages, and web-based management systems is essential, along with experience in digital product development and managing diverse stakeholders.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Economics & Management, Public Administration, Computer Science, IT, or Engineering. A Bachelor's degree in these areas, combined with two years of relevant experience, is also acceptable. The educational qualifications should provide a strong foundation in both theoretical and practical aspects of business analysis and digital transformation.
Experience: The position requires a minimum of two years of relevant work experience for candidates with a Bachelor's degree. Those with a Master's degree are not required to have prior professional experience. Relevant experience should include business analysis, project management, process optimization, and software development, preferably at both national and international levels. Experience in governmental systems and collaboration with UN agencies or NGOs is considered an asset.
Languages: Fluency in Romanian and English is mandatory for this position. Knowledge of one or more minority languages relevant to Moldova, such as Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset and may enhance the candidate's suitability for the role.
Additional Notes: This position is part of a broader initiative supported by the EU and UNDP, focusing on labor market inclusion and agricultural modernization in Moldova. The role is expected to contribute to the development of a digital ecosystem that enhances service delivery for vulnerable populations. The Analyst will work under the supervision of the EMAG Project Manager and collaborate closely with various stakeholders, including government agencies and technical teams.
