Job Overview:
The Portfolio & Results Management Consultant position at the World Bank's Climate Investment Fund (CIF) is designed for a dynamic individual who will play a crucial role in supporting CIF's monitoring, reporting, and results management functions. The successful candidate will collaborate closely with the Head of Portfolio & Results Management and various teams within the CIF Secretariat, as well as with key stakeholders such as Multilateral Development Banks (MDBs), CIF contributors, and recipient countries. This role is pivotal in ensuring that CIF's programming areas, particularly in resilience/nature and energy systems transition, are effectively monitored and reported. The consultant will lead the implementation of the annual results reporting process, develop methodologies for program results, and contribute to the design and technical support of CIF programs. The position requires a strong analytical mindset, excellent communication skills, and the ability to engage with diverse stakeholders to drive results and enhance the impact of CIF's initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Portfolio & Results Management Consultant include leading the implementation of the annual results reporting process for two CIF programming areas, overseeing data collection and quality assurance for select CIF programs, and conducting both quantitative and qualitative analysis for program results reports. The consultant will also contribute to the design of CIF programs, develop methodological guidance for monitoring and evaluation (M&E) toolkits, and review co-financing methodologies. Additionally, the consultant will conduct targeted research, develop knowledge products, and coordinate with the Communications team to support messaging and reporting needs. The role involves collaborating with MDBs and recipient countries on results-related engagements, supporting process improvements in operational and results reporting, and contributing to discussions on the application of Artificial Intelligence in optimizing results management functions.

Required Qualifications:
Candidates must possess a Master's degree relevant to climate change, international development, monitoring and evaluation, natural sciences, social sciences, economics, public policy, or a related field. A minimum of 5-7 years of relevant professional experience is required, along with technical expertise in monitoring and evaluation across the programming cycle. Strong understanding of data collection, management, and analysis functions is essential, as well as applied qualitative and quantitative research skills. High-quality writing skills for various audiences and sectoral expertise in energy, nature, and resilience are also necessary. Familiarity with climate metrics and methods, operational knowledge of CIF and MDBs, and direct experience in CIF-targeted regions are advantageous. Critical thinking, innovation, and problem-solving skills are essential attributes for success in this role.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as climate change, international development, monitoring and evaluation, natural sciences, social sciences, economics, public policy, or a related discipline. This advanced education is crucial for understanding the complexities of climate financing and development practices, as well as for effectively contributing to the CIF's strategic objectives.

Experience:
The position requires a minimum of 5-7 years of relevant professional working experience. This experience should encompass technical expertise in monitoring and evaluation across the programming cycle, including results-based design, theory-building, and stakeholder engagement. Candidates should have a proven track record in data management and analysis, as well as experience in conducting qualitative and quantitative research in relevant sectors.

Languages:
The mandatory language for this position is English. Proficiency in additional languages such as French or Spanish is considered an asset, as it may enhance communication and collaboration with diverse stakeholders in various regions.
