Job Overview: The UN Volunteer will work under the direct supervision of the Project Manager for Anti-Corruption and the Director of Monitoring at the National Procurement Commission (NPC). The primary function of this role is to monitor and analyze the implementation and utilization of the Electronic Procurement Monitoring System (e-PMS) by government institutions. This includes ensuring compliance with procurement guidelines and facilitating coordination between the NPC and government institutions. The volunteer will also support the development of e-modules based on updated procurement guidelines, ensuring that all deliverables are technically accurate and institutionally coherent. The role requires close consultation with senior management to ensure practical relevance in all tasks.
Duties and Responsibilities: The UN Volunteer will be responsible for several key duties:
Monitoring and analyzing the implementation and utilization of the e-PMS by government institutions, ensuring compliance with relevant procurement guidelines.
Liaising with government institutions to address and resolve issues identified through system monitoring and reporting.
Facilitating coordination and providing necessary support between the NPC and respective government institutions.
Supporting the development and enhancement of e-modules based on updated procurement guidelines.
Working closely with senior management of the NPC to ensure technical accuracy and institutional coherence in all deliverables.
Reporting on progress and challenges faced during the implementation of the e-PMS.
Required Qualifications: Candidates must possess strong analytical skills, excellent communication abilities, and a proactive approach to problem-solving. They should demonstrate adaptability and flexibility in a dynamic work environment. A strong sense of accountability and professionalism is essential, along with the ability to work collaboratively with diverse teams. Creativity and sound judgment in decision-making are also important attributes for this role.
Educational Background: A degree in public administration, business administration, law, or a related field is required. Additional training or certifications in procurement or project management would be advantageous. Candidates should have a solid understanding of public procurement processes and regulations.
Experience: Candidates should have prior experience in monitoring or evaluating projects, preferably in the public sector or with international organizations. Experience working with government institutions and understanding of procurement systems will be highly beneficial. Familiarity with anti-corruption measures and governance frameworks is also desirable.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Sinhala or Tamil would be an asset, as it would facilitate communication with local stakeholders and government institutions.
Additional Notes: This is a national UN Volunteer assignment, and the volunteer will be responsible for arranging their own housing and living essentials. The position is part of a Special Programme Initiative (SPI) by UNV, which addresses specific volunteer needs within the UN system.
