Job Overview:
The NDC Consultant will play a crucial role in supporting UNEP's Climate Change Division, particularly in the global coordination, management, and implementation of the NDC Act & Invest initiative. This initiative aims to assist countries in raising their climate ambition and translating their Nationally Determined Contributions (NDCs) into actionable and investable plans. The consultant will be responsible for overseeing project implementation, liaising with partners, and ensuring that Türkiye's engagement as a pilot country aligns with international climate commitments under the Paris Agreement. The role also involves supporting preparations for COP31, which includes stakeholder engagement, event organization, and the development of relevant materials. The consultant will contribute to resource mobilization efforts and advance project ideas in Türkiye, thereby supporting UNEP's broader climate finance agenda. The position requires a strong understanding of climate change policies and the ability to work collaboratively with various stakeholders at both global and country levels.

Duties and Responsibilities:
The consultant's duties will be divided into two main blocks: Block A focuses on NDC Act & Invest and Related Support (55% of the role), which includes managing the NDC Act & Invest Project in partner countries, monitoring implementation, reporting to donors and UNEP, and liaising with teams involved. The consultant will also support the development of project-related documents, explore funding opportunities, organize global and regional events, and participate in workshops. Additionally, the consultant will engage with national stakeholders in Türkiye, ensuring alignment with international climate initiatives and facilitating synergies. Block B involves COP31 Related Support (25%), where the consultant will assist in preparing and organizing COP31 activities, develop related materials, and support outreach and engagement with stakeholders leading up to the event.

Required Qualifications:
Candidates must possess an advanced university degree (Masters or equivalent) in Climate Change/Environmental Studies, International Development, or related fields. They should have at least five years of relevant experience in climate change, sustainable development, or working with development projects in developing countries. Fluency in spoken and written English is required, along with proven knowledge of Nationally Determined Contributions (NDCs) support and climate transparency. Familiarity with project management support, including organizing workshops and stakeholder consultations, is essential. Experience working with climate and development stakeholders, particularly in recipient countries, is also required. Experience with the UN is highly desirable, along with strong communication skills and a high motivation to support developing countries in climate action planning and implementation.

Educational Background:
An advanced university degree (Masters or equivalent) in Climate Change/Environmental Studies, International Development, or related studies is required for this position. This educational background ensures that the candidate has a solid foundation in the principles and practices related to climate change and sustainable development, which are critical for the role.

Experience:
The position requires at least five years of experience relevant to climate change, sustainable development, or support to environment/development projects. This experience should ideally include working with or in developing countries, providing the consultant with the necessary insights and understanding of the challenges and opportunities in these contexts. Experience in project management and engagement with various stakeholders in the climate and development sectors is also essential.

Languages:
Fluency in spoken and written English is mandatory for this position, as it is the primary language of communication within UNEP and with international stakeholders. Additionally, fluency in Turkish is desirable, as it will facilitate communication and engagement with national stakeholders in Türkiye, enhancing the effectiveness of the consultant's work.
