Job Overview:
The GIS & Information Management Associate will play a crucial role in supporting the WHO Health Emergencies Programme in Nepal. This position involves the end-to-end development, modification, implementation, and management of information systems that are essential for collating, tracking, and analyzing intelligence and information related to health emergencies. The incumbent will work closely with the emergency team to enhance health security" style="border-bottom: 1px dotted #007bff !important;">security and emergency risk management in the health sector. The role requires collaboration with the Ministry of Health and Population (MoHP) and other stakeholders to achieve national health goals, ensure universal health coverage, and contribute to global public health actions. The associate will be responsible for strengthening early detection and surveillance systems, managing data and information products, coordinating with stakeholders, and supporting technical operations and reporting.

Duties and Responsibilities:
  • Strengthen Early Detection and Surveillance: Support early detection, verification, and reporting of potential public health events through media monitoring and surveillance systems. Build capacity for indicator-based and event-based surveillance systems at national and sub-national levels. Coordinate with field personnel to collect and verify information on public health emergencies and prepare situation reports.
  • Data Management and Information Products: Produce quality data visualizations and maintain organized datasets for health information products. Prepare and update GIS maps and support data collection and analysis during public health emergencies.
  • Coordination and Stakeholder Engagement: Coordinate with Health Emergency Operation Centres and relevant ministries for preparedness and response. Maintain liaison with various health networks to ensure timely information flow and assist in capacity building for health emergency information management.
  • Reporting and Documentation: Maintain digital repositories for WHE Programme activities and support the preparation of periodic reports.
  • Technical Operations and Support: Assess IT infrastructure, provide remote user support during digital health initiatives, and manage document repositories. Perform other relevant duties as assigned by the Team Lead and WHO Representative.

Required Qualifications:
Essential qualifications include a university degree in Computer Science, Information or Data Management, Information Technology, public health, statistics, or a related field. Desirable qualifications include an advanced university degree in the aforementioned fields and specific training on humanitarian response and health emergencies. Candidates should possess excellent analytical skills, proficiency in Microsoft Office, and good interpersonal skills to work in a multi-cultural environment. Knowledge of GIS, database management, and software programming is also advantageous.

Educational Background:
Candidates must have a university degree in a relevant field such as Computer Science, Information Management, or Public Health. An advanced degree in these areas is desirable, along with specific training in humanitarian response and health emergencies, which will be considered an asset.

Experience:
A minimum of 5 years of experience in information management or a related area is essential. Desirable experience includes at least 3 years of relevant working experience with WHO or UN agencies, which would be considered an asset for this position.

Languages:
Excellent knowledge of written and spoken English and Nepali is mandatory for this position. Proficiency in additional languages may be considered an advantage but is not required.

Additional Notes:
This position is a national role, open only to citizens of Nepal. The monthly salary is NPR Rs 142,427.00 (net of tax) at a single rate, and the appointment will be through a Special Services Agreement (SSA). The position may require travel within the country, and candidates should be prepared for potential reassignment as per program requirements.
