This role involves conducting legal and policy analysis to facilitate the implementation of employment generation interventions, particularly in the care, green, and STEM economies. The Specialist will be responsible for developing practical regulatory solutions that can generate employment for women at scale. The position requires collaboration with national actors and stakeholders to ensure that legal frameworks are conducive to women's employment and that systemic barriers are addressed through targeted reforms and capacity building. The Specialist will report to the Director for Women’s Employment and will focus on providing actionable recommendations to strengthen the implementation of UN Women’s initiatives.
Duties and Responsibilities: The duties of the Legal and Policy Specialist include:
Developing a detailed workplan, methodology, timeline, and draft outline for the legal and policy report.
Conducting legal analysis to identify enablers, accelerators, hindrances, gaps, and constraints affecting women’s employment in the care, green, and STEM economies across specified countries.
Updating and strengthening existing legal analyses to ensure alignment with international standards.
Reviewing and refining national country chapter solutions to assess feasibility and scalability.
Delivering a final consolidated comparative legal and policy report and a concise technical policy brief, applying a structured comparative framework to assess regulatory regimes affecting women’s employment.
Identifying quick-win policy measures to enable large-scale job creation for women.
Synthesizing findings into actionable recommendations for sector-specific interventions.
Required Qualifications: The position requires a Master’s degree or equivalent in Law, focusing on economic and labor law or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must demonstrate expertise in legal and policy analysis relevant to gender equality and labor standards, particularly in the Arab region. Strong analytical and writing skills are essential, along with the ability to synthesize data and produce reports that inform strategic decision-making.
Educational Background: Candidates must possess a Master’s degree in Law, with a focus on economic and labor law or related fields. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational background is critical for understanding the complexities of labor laws and economic policies that impact women's employment.
Experience: Candidates should have at least 5 years of progressively responsible work experience in legal and policy analysis, including data collection and report writing. Experience in international settings and coordinating with government agencies or donors is desirable. Proficiency in using office software and web-based management systems is also required.
Languages: Fluency in English and Arabic is mandatory, with knowledge of French considered an asset. Proficiency in these languages is essential for effective communication and analysis in the context of the role.
