Job Overview:
The (Senior) Financial Risk Management Officer position at the EIB is a pivotal role within the Group Risk & Compliance Directorate, specifically in the Group Financial Risk Department. This position involves developing and maintaining robust risk policies and frameworks that align with the Bank's Asset and Liability Management (ALM) framework and adhere to best banking practices and regulations. The officer will be responsible for the proactive identification, assessment, and oversight of risk exposures related to pricing and market risk. The role requires regular office presence at the EIB's headquarters in Luxembourg, providing an opportunity to work in a truly international and multi-cultural environment. The officer will report to the Head of Market Risk and Pricing Control Unit and will collaborate closely with various departments involved in financial and control matters, ensuring comprehensive risk management across the organization.

Duties and Responsibilities:
The duties and responsibilities of the (Senior) Financial Risk Management Officer include developing and implementing the second line of defense (2nd LoD) oversight framework for loan pricing and market risk, specifically focusing on Interest Rates, FX, and Pension risks. The officer will prepare risk assessments related to the Bank's Interest Rate Strategy and validate the calculation of financial risk metrics for the EIB Group/EIF portfolios, ensuring consistency with reports produced by the Finance Directorate and Chief Financial Controller Directorate. Additionally, the officer will drive innovation within the division by championing existing initiatives and fostering the development of new, high-impact ideas. Continuous enhancement of ALM and Financial Risk policies will be a key responsibility, ensuring alignment with evolving market practices and regulatory expectations. The officer will also lead the risk assessment of mandate-related activities, delivering Management Committee opinions and overseeing the underlying financial risks while designing operational buffers to cover those risks.

Required Qualifications:
Candidates must possess a university degree, equivalent to at least a Bachelor's degree, preferably in Economics, Finance, Mathematics, or another quantitative subject. Post-graduate studies in these areas would be advantageous. A minimum of 5 years of relevant professional experience in Finance is required, ideally in ALM, Risk Management, Capital Markets, or Treasury functions. Proven expertise in quantitative and financial modeling, including loan pricing and market risk sensitivities, is essential. Candidates should demonstrate experience in implementing models and methodologies that support the monitoring and management of market risks in banking books. Good communication and interpersonal skills are necessary, along with programming knowledge (e.g., Python) and familiarity with IT systems such as WSS (FK), Business Objects, Power BI, and CompatibL. A thorough understanding of financial markets and relevant regulations, including money markets, capital markets, and derivatives, is also required.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Economics, Finance, Mathematics, or another quantitative discipline. A post-graduate qualification in these areas would be considered an advantage, enhancing the candidate's profile for this role.

Experience:
The position requires at least 5 years of relevant professional experience in the finance sector, with a strong emphasis on areas such as Asset and Liability Management (ALM), Risk Management, Capital Markets, or Treasury functions. Candidates should have a proven track record of working in roles that involve quantitative analysis and financial modeling, particularly in relation to market risks and loan pricing.

Languages:
Proficiency in English is essential, and a good command of French is also required, as both languages are official working languages of the EIB. Knowledge of other EU languages would be considered an advantage, enhancing communication within the diverse environment of the EIB. Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
