Job Overview:
The Regional Technical Head of Program (THoP) is a pivotal role within Humanity & Inclusion's Middle East Regional Programme (MASHRIQ), which coordinates missions across four countries: Egypt, Jordan, Lebanon, and Iraq. The THoP is responsible for defining and steering HI's technical strategy in Palestine, ensuring that design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery are needs-based, inclusive, technically sound, and aligned with HI's global frameworks and sectoral standards. This position requires collaboration with various stakeholders, including the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, Operations Manager, MEAL, and Business Development functions. The THoP will lead a team of technical specialists and MEAL staff, and will be instrumental in supporting country managers in strategy development, technical orientation, and fundraising efforts. The role is based in Amman, Jordan, with regular travel to the countries within the portfolio, and is crucial for the development of innovative and quality programming across sectors.

Duties and Responsibilities:
  • Strategy & Management: Propose the development of the programmatic framework of the regional operation strategy (StratOp) based on sectoral context analysis. Ensure deployment of cross-cutting approaches within programming and promote cross-sectoral synergies. Design and evolve the programme's technical support based on the skills of technical specialists and project managers. Contribute to annual monitoring of the regional strategy and planning for subsequent programmes. Ensure the MEAL part of the Operational Strategy and pilot the related action plan.
  • Development of Social Mission and Programmatic Vision: Define the regional funding strategy for new themes or innovations, ensuring development opportunities for each theme. Support the regional director and country managers in developing new value propositions and contribute to the fundraising strategy in coordination with relevant stakeholders.
  • Quality Standards and Expertise: Ensure project managers receive appropriate technical guidance and support from MEAL team members. Maintain quality control of projects and follow up on recommendations from evaluations or audits. Lead the improvement of HI's response and establish mechanisms for accountability to beneficiaries.
  • Representation: Represent HI's expertise in relevant networks at the regional level and support specialists in representation towards partners and donors. Contribute to advocacy efforts and local communication messages in line with regional strategies.
  • Emergency Preparedness and Response: Lead emergency preparedness actions and reorganize team priorities in case of emergencies to ensure a rapid and effective response from HI.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in humanitarian development, particularly in project management of multi or complex projects. Previous experience in one of HI's technical sectors of intervention is essential. Strong managerial skills are required, including the ability to develop team members and foster independent work. Excellent organizational and time management skills are necessary, along with effective communication abilities, stress management, empathy, autonomy, and flexibility.
