Job Overview: The position of Individual Consultant for Evaluation Support at UNICEF's East Asia and Pacific Regional Office (EAPRO) involves strengthening the evaluation function within the organization. The consultant will support the implementation of the UNICEF Global Evaluation Policy and the Regional Evaluation Strategy, contributing to both regional and country-level evaluation efforts. The role is crucial in responding to the increasing demand for evaluation-related work, particularly in light of the establishment of the new Asia Pacific Regional Office (APRO). The consultant will work closely with a small team, providing technical and operational support to enhance the evaluation portfolio, ensuring high-quality evaluations, and facilitating knowledge sharing across various stakeholders.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Supporting Country Evaluations by providing technical and coordination support for ongoing evaluations, including Country Programme Evaluations (CPEs) in Mongolia and Pacific Multi-Country Offices (MCOs).
Assisting with After Action Reviews (AARs) by offering technical support as needed.
Facilitating the dissemination of evaluation findings through workshops and webinars, and preparing communication materials.
Contributing to regional learning by synthesizing lessons learned from evaluations and incorporating them into regional products.
Supporting the testing and documentation of innovative evaluation methods, particularly AI-enabled tools.
Coordinating activities across Country Offices and regional teams, ensuring effective communication and reporting.
Assisting with transition activities related to the consolidation of EAPRO and ROSA, including planning and mapping evaluation systems.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in social sciences, with a certificate in evaluation or equivalent qualifications considered an advantage. A minimum of two years of progressively responsible professional experience in planning, implementation, coordination, and management of monitoring, evaluation, and research activities is required. Familiarity with UNICEF evaluation procedures and direct involvement in evaluations is essential. Experience with UN/UNICEF evaluations is mandatory, along with excellent analytical skills and the ability to interpret complex data. Candidates should demonstrate strong problem-solving abilities, effective communication skills, and a commitment to working in complex environments.
Educational Background: The educational background required for this position includes an advanced university degree in social sciences or a related field. A certificate in evaluation or similar qualifications is advantageous, indicating a strong foundation in evaluation methodologies and practices.
Experience: The position requires a minimum of two years of relevant professional experience, particularly in the context of planning and managing evaluation activities. Experience working with UN agencies, especially UNICEF, is crucial, along with familiarity with evaluation standards and ethical guidelines. Candidates should have a proven track record of conducting evaluations in developing country contexts, with a preference for experience in the East Asia and Pacific region.
Languages: Proficiency in English is mandatory, as it is the primary language of communication within UNICEF. Knowledge of additional languages relevant to the East Asia and Pacific region would be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and communities.
Additional Notes: The consultancy contract is set to last from 14 April 2026 to 30 June 2026, with a total of 57 working days allocated for various assignments. The position is remote/home-based, meaning that the consultant will not be required to travel or work from an office.
