Job Overview: The Programme Management Officer (Oversight) position is critical for supporting the audit and oversight functions within the United Nations Development Coordination Office (UNDCO). The incumbent will report directly to the Front Office Team (Strategic Planning) and will be responsible for coordinating audit-related engagements across UNDCO, Regional Offices, and Resident Coordinator Offices. This role involves liaising with various components of the organization to ensure a cohesive approach to oversight, internal control, and risk management processes. The officer will also be tasked with preparing analysis reports on recurring audit issues, implementing corrective actions, and developing risk-informed Standard Operating Procedures (SOPs). The position requires a proactive approach to identifying opportunities for enhancing efficiency and accountability through technology and data-driven decision-making.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer (Oversight) include:
Acting as the audit focal point and coordinating audit-related tasks, including data collection, analysis, and follow-up on audit recommendations.
Reviewing audit reports to identify recurring risks and recommending policy or procedural changes.
Preparing analysis reports on financial management audit issues for DCO management.
Following up on the implementation of audit recommendations and preparing status updates.
Mapping office business processes and developing risk-informed SOPs in collaboration with OneEO.
Identifying opportunities for converting business processes into web-based systems.
Preparing background notes and representing the unit at meetings with oversight bodies.
Drafting briefing notes and presentations on audit and compliance issues. 1
Reviewing internal control mechanisms and ensuring compliance with UN rules and regulations. 1
Coordinating the completion of Self-Assessment and Internal Control Questionnaires. 1
Preparing data analysis and reports with recommendations for management actions. 1
Supporting capacity building on internal controls and risk management. 1
Contributing to strategic planning and budget preparation processes. 1
Producing major reports for management and providing expert guidance and client support.
Required Qualifications: The required qualifications for the Programme Management Officer (Oversight) position include:
An advanced university degree (Master's degree or equivalent) in accounting, finance, business or public administration, or a related area.
An internationally recognized accountancy qualification (e.g., CPA, ACCA, CIPFA) is required.
Certification in internal audit or a related field is desirable.
Strong IT skills, including proficiency in Microsoft Office and familiarity with AI applications, are essential.
Knowledge of financial and budgetary principles and practices is crucial.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in a relevant field such as accounting, finance, business or public administration. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: Candidates should have a minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration, or a related area. At least two years of experience in internal and/or external audit coordination is required. Experience with SAP or a similar ERP system is desirable, as is prior experience in a coordination role and familiarity with United Nations systems and processes.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required at UN Level II for reading, writing, listening, and speaking. Knowledge of French is an asset but not mandatory.
