Job Overview: The Technical Officer for Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) will play a crucial role in supporting the U.S. Government-funded project managed by FHI 360, which aims to enhance Thailand's position as a frontline public health hub. This position is vital for strengthening border health systems, improving rapid response capacities, and enhancing emergency operations and risk communication to effectively detect and contain outbreaks. The Technical Officer will be responsible for providing technical and operational support to ensure the timely and high-quality implementation of program activities that align with national systems and donor requirements. The role involves planning, implementing, coordinating, and monitoring GHS activities, adapting technical strategies, and ensuring compliance with established protocols and standards.
Duties and Responsibilities: The Technical Officer will have a wide range of responsibilities including:
Technical Program Implementation: Provide technical support for GHS activities related to outbreak preparedness, detection, and response. This includes strengthening Rapid Response Teams, building epidemiologic and outbreak workforce capacity, enhancing surveillance systems, and conducting After-Action Reviews.
Outbreak Preparedness and Response Support: Assist in the technical preparation and follow-up of outbreak interventions, including field investigation readiness and biosafety practices.
Surveillance and Information Systems Strengthening: Support the enhancement of surveillance systems at national and subnational levels, including digital surveillance tools and early warning functions.
Border and Migrant Health Security Activities: Provide technical support for border health interventions and training activities.
Regional and Multisectoral Activities: Contribute to regional preparedness initiatives and assist in the development of multilingual emergency communication materials.
Coordination and Partner Support: Collaborate with government counterparts and partners, participating in technical meetings and ensuring alignment with government systems.
Monitoring, Reporting, and Documentation: Work closely with the Senior MEL Officer to contribute to activity reports and documentation of lessons learned.
Quality Assurance and Compliance: Ensure adherence to technical standards and participate in internal reviews.
Required Qualifications: Candidates must possess a broad knowledge of quality standards and have proficiency in database management software and online search tools. They should demonstrate sensitivity to cultural diversity and an understanding of the political and ethical issues relevant to the assigned areas. Strong communication skills are essential, as is the ability to articulate ideas clearly and positively. Candidates should also have excellent organizational and analytical skills, project management capabilities, and the ability to influence and collaborate effectively with others.
Educational Background: A Bachelor’s degree or higher in public health, epidemiology, health sciences, laboratory sciences, or a related field is required. Candidates with exposure to advanced areas such as digital surveillance systems, epidemic intelligence, and biosafety will be preferred, although the position specifies a requirement of 3-5 years of experience, which may seem misaligned with the technical breadth expected.
Experience: Candidates should have experience supporting technical program implementation and partner coordination. Familiarity with surveillance systems, outbreak investigation, or emergency response operations is preferred. Experience working with government health agencies and development partners is considered an asset. Strong technical writing and documentation skills are necessary, along with good coordination and communication skills in multicultural settings.
Languages: Fluency in English is mandatory, and proficiency in Thai is preferred. Candidates should be able to read, write, and speak both languages effectively to communicate with diverse stakeholders.

The typical physical demands include working in an office environment, with the ability to spend long hours on a computer and perform repetitive tasks.
