Job Overview: The consultant will be responsible for delivering two fully compliant, high-quality project documents focused on the national inventory of banks of waste-controlled substances and the development of a national management plan for these substances in Bhutan and Mongolia. This role is crucial for enabling these countries to establish a robust data analysis methodology, validate inventory projections, and prepare comprehensive reviews of their national legal frameworks. The consultant will also develop actionable policy recommendations and a national plan that incorporates sustainable business models for waste management, ensuring long-term viability and alignment with international conventions such as the Basel Convention and the Montreal Protocol. The position requires a deep understanding of environmental management, policy development, and the specific challenges associated with waste-controlled substances.
Duties and Responsibilities: The consultant will undertake several key tasks under the supervision of the South Asia Regional Network Coordinator. These tasks include analyzing the inventory of waste-controlled substances, conducting a comprehensive desk review of the existing national legal framework, and developing policy recommendations and national action plans. Specific duties involve:
Analyzing the actual and prospective inventory of waste-controlled substances, including developing a data analysis methodology, validating data, and creating a comprehensive inventory of RAC/MAC equipment and recovery practices.
Conducting a desk review of the national legal framework, assessing current practices, and identifying gaps and challenges in managing waste-controlled substances.
Developing actionable policy recommendations and a national action plan that incorporates a sustainable business model for waste management, including stakeholder mapping and institutional coordination.
Preparing a comprehensive country report that combines the national inventory and management plan, ensuring compliance with Executive Committee and Multilateral Fund guidelines. The consultant will work closely with National Ozone Units (NOUs) and UNEP throughout this process.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, natural sciences, engineering, or a related discipline. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. A minimum of five years of work experience in environmental project preparation, review, and implementation related to Multilateral Environmental Agreements, including the Montreal Protocol, is required. Extensive experience in drafting projects for the Multilateral Fund or similar international mechanisms is essential, particularly concerning HPMPs and KIPs. In-depth knowledge of the refrigeration and air conditioning sectors, as well as experience in waste management, is advantageous. Demonstrated ability to integrate gender considerations into project design is also desirable.
