Job Overview:
The Humanitarian Expert will play a crucial role in leading the Gender in Humanitarian Action (GiHA) portfolio in Mozambique, particularly as the humanitarian situation deteriorates due to conflict and climate-induced hazards. This position requires strategic leadership and advisory support to ensure that gender equality is integrated into humanitarian efforts. The expert will be responsible for designing, implementing, and managing humanitarian programs, ensuring they are gender-responsive and aligned with UN Women’s priorities. The role also involves monitoring and reporting on program performance, providing technical assistance and capacity development to humanitarian stakeholders, and advocating for gender integration in humanitarian action. The expert will work closely with local women-led organizations and women-rights organizations to enhance their participation in humanitarian planning and response.

Duties and Responsibilities:
The Humanitarian Expert will have a wide range of responsibilities, including:
  • Strategic Humanitarian Leadership & Advisory Support: Leading the GiHA portfolio, providing policy guidance and technical advice, contributing to country strategies and workplans, and advising senior management on alignment with gender equality priorities.
  • Programme Design, Implementation & Management: Leading the design and management of humanitarian programs, developing proposals, overseeing program delivery, and providing gender advisory support throughout the Humanitarian Programme Cycle.
  • Monitoring, Reporting & Results-Based Management: Tracking program performance, reviewing partner reports, preparing donor reports, and supporting advocacy efforts for gender integration.
  • Technical Assistance & Capacity Development: Providing technical support on gender mainstreaming, strengthening the capacity of humanitarian stakeholders, leading capacity-building initiatives, and supporting community engagement initiatives.
  • Partnerships, Coordination & Resource Mobilization: Representing UN Women in humanitarian coordination mechanisms, co-chairing the GiHA Working Group, supporting inter-agency assessments, and contributing to resource mobilization strategies.
  • Advocacy, Knowledge Generation & Community Engagement: Developing advocacy briefs, ensuring gender is mainstreamed in assessments, and promoting evidence-based humanitarian responses.

Required Qualifications:
Candidates must possess a strong understanding of gender equality and human rights, with proven analytical skills to consolidate high volumes of information. They should demonstrate the ability to handle confidential and politically sensitive issues responsibly and maturely. Strong organizational skills and excellent oral and written communication skills in English are essential. Additionally, candidates should have experience in gender mainstreaming and capacity development within humanitarian contexts.

Educational Background:
A relevant advanced university degree in social sciences, gender studies, international development, or a related field is required. Candidates with a background in humanitarian action or gender in humanitarian contexts will be preferred.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in humanitarian action, gender equality, or related fields. Experience in program design, implementation, and management in humanitarian settings is essential, along with a demonstrated ability to work collaboratively with diverse stakeholders, including local organizations and government entities.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Portuguese or other local languages would be an asset, enhancing communication with local partners and communities.

Additional Notes:
This is a national UN Volunteer assignment based in Pemba, Mozambique. The UN Volunteer will be responsible for arranging their own housing and living essentials. National UN Volunteers are part of the malicious insurance plan and are expected to be culturally sensitive, adjusting to the prevailing culture and traditions in Mozambique.
