Job Overview: The Senior Monitoring, Evaluation and Learning Officer for Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) will play a crucial role in supporting the U.S. Government-funded project aimed at enhancing Thailand's role as a frontline public health hub. This position is based in the Asia Pacific Hub in Bangkok, Thailand, and is specifically open to Thai nationals. The officer will be responsible for providing technical and operational support to ensure the effective implementation of program activities that align with national systems and donor requirements. The role involves the adaptation and application of technical strategies, tools, and protocols, as well as coordination with government and technical partners to ensure high-quality program delivery. The officer will also contribute to the development of knowledge products and technical quality assurance, ensuring that all activities are executed in a timely and efficient manner.
Duties and Responsibilities: The Senior Monitoring, Evaluation and Learning Officer will have a comprehensive set of responsibilities including: supporting the design, development, planning, implementation, and reporting against the GHS Activity Monitoring, Evaluation, and Learning Plan (AMELP); ensuring the development of project technical reports that maintain data validity, quality, accuracy, and compliance; operationalizing and managing MEL systems, tools, and procedures for effective data collection, analysis, and interpretation; tracking GHS progress against MEL indicators and targets; integrating high-quality quantitative and qualitative methods into MEL plans; assessing subcontractors' MEL-related data and reporting efforts; managing relationships with national, regional, and local government counterparts and multisectoral partners; developing country-specific MEL plans and budgets; and performing other duties as assigned.
Required Qualifications: Candidates must possess comprehensive knowledge and experience with national and international MEL practices. They should have the ability to develop scopes of work and deliverables for partners and consultants, as well as a broader understanding of quality standards. Proficiency in database management software and online search tools is required, along with sensitivity to cultural diversity and an understanding of the political, contextual, and ethical issues in assigned areas. Strong communication skills, both verbal and written, are essential, as is the ability to articulate ideas clearly and positively to clients and staff. Excellent organizational, analytical, and project management skills are also necessary, along with the ability to influence and collaborate effectively with others.
Educational Background: A Master’s Degree or its international equivalent in Public Health, Epidemiology, Biostatistics, Data Science, Statistics, Environmental Health, or a related field is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing projects effectively within the public health sector.
Experience: Typically, candidates should have at least 6 years of relevant experience in data management and the implementation of MEL systems. Experience in implementing MEL systems specifically for public health programs is preferred. Candidates should demonstrate expertise in both quantitative and qualitative methods for routine monitoring, assessment, evaluation, or learning. Technical skills in data processing and analysis using statistical software such as SPSS, Stata, R, Python, SAS, Epi Info, Tableau, or PowerBI, as well as MS Excel, are advantageous. Writing skills for qualitative data, success stories, and best practices documentation are also required. Prior work experience in NGOs, government agencies, international organizations, or private organizations is essential, with a preference for candidates who have experience in program development or management.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Additional language skills may be beneficial but are not specified as mandatory.

The typical physical demands include working in a standard office environment, with the ability to spend long hours at a computer and perform repetitive tasks.
