Job Overview: The Human Resources Business Partner (HRBP) is a pivotal role within the Human Resources Division of UN Women, reporting directly to the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director & Chief HR Client Services. The HRBP serves as a strategic advisor to management on various human resources-related issues within their assigned portfolio. This position requires close collaboration with HR Management and HR Team Leads to oversee the coordination of recruitment, compliance, benefits, compensation, and employee relations activities. The HRBP is responsible for ensuring effective workforce planning that aligns with the organization's business objectives. The role involves leading the global implementation of new HR policies, guidelines, and procedures, adapting them to the global context as necessary. The HRBP will also provide technical contributions to HR strategic planning and discussions, guiding managers and staff on HR-related matters such as recruitment, benefits, and separation processes. The HRBP is expected to ensure smooth coordination with outsourced service providers and oversee the administration of contracts and benefits for staff and affiliate personnel.
Duties and Responsibilities: The HRBP will be responsible for a comprehensive set of duties, including but not limited to:
Leading the recruitment and selection processes for both national and international staff, ensuring proper usage of UN Women’s contract modalities.
Monitoring and projecting vacant posts within the assigned portfolio, overseeing the recruitment process from attraction to assessment of candidates.
Providing technical support and guidance on HR strategic planning, including goal setting and annual work planning.
Ensuring compliance with HR policies and procedures, providing advice on their implementation within the assigned portfolio.
Coordinating the administration of benefits and entitlements, including liaising with UNDP for proper administration in accordance with existing service level agreements.
Promoting workplace relations policies and initiatives, facilitating mediation for disputes, and addressing performance management issues.
Coordinating learning and development initiatives, assessing training needs, and collaborating with the HR talent management team.
Developing and implementing HR systems based on organizational needs, including tracking recruitment trends and reporting to management and donors.
Building strategic relationships with senior managers to ensure HR needs are communicated effectively. 1
Performing other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a strong set of qualifications, including:
Excellent general HR knowledge and expertise, with a deep understanding of UN Staff Regulations and Rules.
Strong interpersonal skills and the ability to build and nurture relationships across all levels of the organization.
Excellent written and spoken communication skills, with the ability to present ideas and policy positions effectively.
Strong problem-solving and analytical skills, with a high degree of sensitivity to intercultural dynamics.
Proven ability to handle confidential and sensitive information with discretion.
Demonstrated ability to plan, organize, and prioritize multiple HR-related projects in a dynamic environment.
Educational Background: A Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or relevant social sciences is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project or programme management certification would be considered an added advantage.
Experience: Candidates should have at least seven years of progressively responsible experience in human resource management, with a strong background in recruitment and selection, benefits administration, and workplace relations. A minimum of three years of international work experience is required, and field experience is considered an asset. Experience as an HR Business Partner is advantageous, as is experience in leading a team. Proficiency in using computers and office software packages, including MS Word and Excel, is essential, along with experience in handling web-based management systems. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
