Job Overview: The National Legal Expert position is a consultancy role within the UNDP in Lebanon, specifically focused on procurement processes. Duties and Responsibilities: The National Legal Expert will be responsible for a variety of tasks including but not limited to:
Reviewing and analyzing procurement documents to ensure compliance with applicable laws and regulations.
Drafting and revising contracts and agreements related to procurement activities.
Providing legal advice to the procurement team on various issues that may arise during the procurement process.
Conducting legal research to support procurement decisions and strategies.
Collaborating with other stakeholders, including government entities and legal advisors, to ensure a comprehensive approach to procurement.
Preparing reports and documentation related to legal assessments and recommendations.
Participating in meetings and discussions to provide legal insights and guidance.
Ensuring that all procurement activities align with UNDP's policies and procedures as well as national laws.
Required Qualifications: Candidates must possess a strong legal background with a focus on procurement law. A thorough understanding of both national and international legal frameworks governing procurement is essential. Additionally, candidates should demonstrate excellent analytical and drafting skills, with the ability to communicate complex legal concepts clearly and effectively. Strong interpersonal skills are also required to work collaboratively with various stakeholders. Candidates should be detail-oriented and capable of managing multiple tasks efficiently under tight deadlines.
Educational Background: A minimum of a Bachelor’s degree in Law or a related field is required. A Master’s degree or equivalent qualification in Procurement Law, International Law, or a related discipline is highly desirable. Professional certifications in procurement or contract management would be an added advantage.
Experience: Candidates should have a minimum of 5 years of relevant professional experience in legal advisory roles, particularly in procurement and contract management. Experience working with international organizations or governmental bodies is preferred. Familiarity with UNDP's procurement processes and regulations will be considered a significant asset.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the legal advice provided. Knowledge of French or other languages may be considered an asset but is not required.
Additional Notes: This position is offered as an individual contractor role, which means it is not a permanent position within UNDP.
