Job Overview:
The M&E Associate position at WJCF, in collaboration with the National Center for Vector Borne Diseases Control (NCVBDC), is crucial for enhancing program management and monitoring and evaluation (M&E) processes. The role involves providing technical support to strengthen data-driven decision-making, improve data recording and reporting mechanisms, and support governance and capacity-building initiatives. The Associate will leverage multiple data sources to deliver critical insights and support the elimination goals for vector-borne diseases (VBDs) in India. This position requires a proactive approach to data management and collaboration with various stakeholders to ensure effective program implementation and monitoring.

Duties and Responsibilities:
The M&E Associate will be responsible for developing and socializing both pre-defined and custom reports and dashboards for NCVBDC and its partners. They will collaborate with partner institutes to innovate new approaches for generating insights, including predictive modeling and machine learning. The Associate will assess the existing surveillance framework, identify gaps, and suggest improvements. They will build buy-in for developing tools for data quality assurance and decision support, create technical briefs and fact sheets, and support documentation of program progress. Additionally, the Associate will conduct capacity-building activities for NCVBDC staff, undertake field visits to identify challenges, and manage relationships with diverse stakeholders. Other responsibilities may be assigned as needed.

Required Qualifications:
Candidates must possess a Bachelor’s degree in public health, epidemiology, economics, sociology, or a related field, with at least 6 years of professional experience, or a Master’s degree with a minimum of 4 years of experience. Professional experience in dynamic environments such as life science research, impact evaluation, or public sector advisory is essential. Candidates should have experience working with health department data for national or state-level M&E, proficiency in Microsoft Office Suite, and a working knowledge of advanced statistical tools and new data paradigms like machine learning and AI. Strong organizational skills, attention to detail, and the ability to work independently in high-pressure settings are also required.

Educational Background:
A Bachelor’s degree in public health, epidemiology, economics, sociology, or other relevant fields is required, with a preference for candidates holding a Master’s degree. The educational background should be complemented by professional experience in relevant sectors, particularly in health-related fields.

Experience:
The position requires a minimum of 6 years of professional experience for candidates with a Bachelor’s degree, or 4 years for those with a Master’s degree. Experience should include working in dynamic and innovative environments, particularly in health program monitoring and evaluation, and familiarity with government health programs is highly desirable.

Languages:
Fluency in English is mandatory, with excellent written and oral communication skills. Proficiency in additional languages may be beneficial but is not specified as a requirement.
