Job Posting Organization:
The Clean Air for Sustainable ASEAN (CASA) initiative is a four-year project supported by the ASEAN-Korea Cooperation Fund, implemented by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The mission of ESCAP is to promote inclusive and sustainable economic and social development in the Asia-Pacific region. Established in 1947, ESCAP works with 53 member states and 9 associate members, focusing on various development issues including economic growth, social development, and environmental sustainability. The CASA project specifically aims to enhance the policy capacities of ASEAN member states in utilizing digital technologies for air pollution monitoring and mitigation, addressing critical health issues related to air quality.

Job Overview:
The Individual Contractor will play a crucial role in supporting the project officer in executing the CASA project activities. This includes organizing capacity-building workshops, high-level forums, consultation meetings, and stakeholder coordination. The contractor will also be responsible for developing analytical reports and providing policy guidance on the use of digital technologies for air pollution monitoring and mitigation. The work is situated within the broader context of the Asia-Pacific Information Superhighway Action Plan for 2022-2026, which aims to enhance regional cooperation and improve digital infrastructure to address pressing environmental challenges. The contractor will engage with various stakeholders, including government officials, academic institutions, and international organizations, to facilitate effective project implementation and resource mobilization.

Duties and Responsibilities:
The duties and responsibilities of the Individual Contractor include:
  • Assisting the project officer in planning and organizing capacity-building workshops and high-level forums aimed at enhancing the understanding and application of digital technologies in air pollution monitoring.
  • Coordinating consultation meetings with stakeholders to gather insights and foster collaboration among ASEAN member states.
  • Developing analytical reports that assess the current state of air pollution and the effectiveness of digital technologies in addressing these issues.
  • Providing policy guidance to stakeholders on best practices for utilizing digital data in air quality management.
  • Supporting resource mobilization efforts to secure funding and partnerships for the CASA project.
  • Engaging with key partners, including the ASEAN Secretariat, Seoul National University, and the World Health Organization, to ensure alignment and synergy in project activities.
  • Drafting and revising publications related to ICT applications in environmental monitoring and policy.

Required Qualifications:
The position requires an advanced university degree in one or more of the following disciplines: Information and Communication Technology (ICT), Economics, Public Policy, or a related field. Candidates must demonstrate proven experience in designing and implementing programs, as well as in stakeholder coordination. Additionally, experience in drafting and revising publications in the field of ICT or related areas is essential. Strong analytical and communication skills are also required to effectively convey complex information to diverse audiences.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in disciplines such as ICT, Economics, Public Policy, or a closely related field. This educational background is critical for understanding the complexities of digital technologies and their application in environmental policy and management.

Experience:

Experience in the field of ICT, especially related to environmental issues, is highly desirable. A strong command of spoken and written English is mandatory for this position. Proficiency in additional languages relevant to the ASEAN region may be considered an asset, enhancing communication with diverse stakeholders.
