Job Overview:
The Head of Infrastructure & Workplace Services Division at the EIB will be responsible for leading the evolution of the bank's hybrid, sovereign, and resilient infrastructure and workplace services. This role requires a strategic approach to managing both on-premises and multi-cloud environments, ensuring that the technology foundations are secure, portable, and cost-effective. The position involves collaboration with various teams, including architecture, security" style="border-bottom: 1px dotted #007bff !important;">security, and business units, to ensure that the infrastructure aligns with the bank's IT and business priorities. The successful candidate will also oversee the service desk and workplace collaboration services, ensuring that they meet the needs of the organization while maintaining high standards of security and resilience. This role is pivotal in driving the bank's digital productivity and ensuring business continuity through robust infrastructure management.

Duties and Responsibilities:
  • Define and deliver the Infrastructure & Workplace Services strategy in alignment with the bank's IT and business priorities.
  • Ensure that all infrastructure, hosting, network, workplace, collaboration, and service desk services are secure, resilient, scalable, and cost-effective.
  • Engage proactively with transformation leaders to anticipate needs and co-design solutions.
  • Drive technology choices that align with EU sovereignty and data residency requirements.
  • Promote the use of containerization, automation, and open standards to enhance portability.
  • Strengthen business continuity through effective data center and disaster recovery capabilities.
  • Transition service delivery to managed services with clear SLAs and KPIs.
  • Lead and develop the Infrastructure & Workplace Services teams, fostering a culture of performance and engagement.

Required Qualifications:
  • A university degree in computer science, information technology, engineering, or a related field.
  • A postgraduate qualification in IT management or digital transformation is advantageous.
  • At least 10 years of professional experience in complex IT infrastructure and/or IT operations environments.
  • Significant exposure to on-premises data centers and hybrid multi-cloud platforms.
  • Proven ability to manage and lead multidisciplinary and multicultural teams.
  • Solid knowledge of resilience, business continuity, disaster recovery, and security principles.
  • Familiarity with network and hosting services, end-user services, and modern IT service management (ITIL).
  • Experience in transitioning service delivery models and managing vendor relationships is an asset.
  • Demonstrated experience with hybrid cloud architectures and automation technologies is preferred.

Educational Background:
Candidates should possess a university degree in a relevant field such as computer science, information technology, or engineering. A postgraduate qualification in IT management or digital transformation would be considered a plus, enhancing the candidate's profile for this strategic role.

Experience:
The ideal candidate should have a minimum of 10 years of professional experience in IT infrastructure and operations. This experience should include significant exposure to managing complex IT environments, particularly those involving on-premises data centers and hybrid multi-cloud platforms. Proven leadership skills in managing diverse teams and large-scale service portfolios are essential for success in this role.

Languages:
Proficiency in English is mandatory for this position. Knowledge of other EU languages is considered an advantage, as the EIB operates in a multilingual environment. While a good command of French is not explicitly required for hire, it is important for career development within the organization, as both English and French are official working languages.

Additional Notes:
This is a full-time position at grade 7, offering a permanent contract. The role requires regular office presence at the EIB headquarters in Luxembourg. The bank provides relocation support for successful candidates. Assessment centers for selected applicants are expected to take place by April/May 2026, with panel interviews anticipated for May 202
