Job Overview:
The Treasury Associate position is situated within the General Ledger and Reporting Unit (GLU) of the Accounting Services Section (ASV) at ICAO. The incumbent will be responsible for a variety of financial tasks, including the evaluation, verification, and processing of financial data related to Capacity Development and Implementation (CDI) projects. This role requires a high level of independence and frequent collaboration with clients, particularly in the Latin America region. The Treasury Associate will ensure compliance with ICAO Financial Rules and Regulations, manage cash workflows, and prepare financial reports for UNDP requirements. The position is crucial for maintaining the integrity of financial operations and ensuring timely processing of financial transactions.

Duties and Responsibilities:
The Treasury Associate will have a comprehensive set of responsibilities, including:
  • Evaluating, verifying, and processing CDI project programme costs, ensuring all transactions are supported by appropriate documentation such as invoices and receipts.
  • Acting as a focal point for project staff and ensuring compliance with financial regulations.
  • Processing UNDP Service Clearing Account (SCA) data accurately and in a timely manner, including correspondence with UNDP Country Offices regarding discrepancies.
  • Preparing reconciliations of imprest and petty cash accounts, identifying discrepancies, and ensuring proper management of funds.
  • Preparing financial reporting for UNDP, including year-end reporting and audit requests, ensuring all reports balance with financial figures.
  • Submitting requests for petty cash and imprest account replenishments, ensuring timely processing to avoid disruptions in cash flow.
  • Performing other related duties as assigned by the supervisor, contributing to the overall efficiency of the financial operations.

Required Qualifications:
Candidates must possess a Diploma of Collegial Studies (DEC) or equivalent, with successful completion of courses in basic accounting. A first-level university degree in Finance or Accounting is desirable. Additionally, candidates should have at least six years of accounting experience, with a preference for those who have experience working with different currencies and improving control weaknesses. Knowledge of computerized accounting systems and ERP systems is essential, along with the ability to analyze financial data and apply financial rules and regulations effectively.

Educational Background:
The educational background required for this position includes a Diploma of Collegial Studies (DEC) or equivalent, which should encompass courses in basic accounting. A first-level university degree in Finance or Accounting is considered an asset and would enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of six years of professional accounting experience. Candidates with experience in handling multiple currencies and those who have a track record of identifying and improving control weaknesses will be given preference. This level of experience is crucial for ensuring the accuracy and integrity of financial operations within the organization.

Languages:
Fluency in English, including reading, writing, and speaking, is mandatory for this position. A working knowledge of Spanish is desirable, as is knowledge of any other official language of the Organization, such as Arabic, Chinese, French, or Russian. Proficiency in French or Spanish would be beneficial for effective communication within the diverse international environment of ICAO.

Additional Notes:
This position is locally recruited and is restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The contract is temporary, lasting for 364 days. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants. The organization offers a competitive benefits package in line with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The net base salary for this position is CAD 55,741 per annum.
