Job Overview: The consultant position at UIS is focused on developing a comprehensive Cultural and Creative Industries (CCI) Indicators Framework. This role is crucial in establishing a coherent set of indicators and methodological guidelines that will measure the economic, social, and cultural aspects of the cultural and creative industries. The consultant will be responsible for producing a final CCI Framework and a corresponding Conceptual and Methodological Manual, which will serve as essential tools for UNESCO, national governments, and the research community. The project aims to enhance national and international processes for monitoring and evaluating the CCI sector, thereby supporting evidence-based policy development. The consultant will engage in extensive consultations with stakeholders to identify measurement needs and priorities, ensuring that the framework is relevant and effective. The work will be conducted remotely, allowing for flexibility while maintaining a high level of collaboration with UIS and its partners.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including but not limited to:
Developing a final Cultural and Creative Industries (CCI) Framework that includes a conceptual model, a comprehensive list of indicators, descriptions of each indicator, their policy importance, and calculation methods.
Producing a corresponding final Cultural and Creative Industries (CCI) Indicators Conceptual and Methodological Manual.
Conducting an overview of existing CCI policy priorities at both global and regional levels.
Summarizing existing national CCI indicator frameworks or initiatives.
Engaging in consultations with selected international and national stakeholders to identify CCI policy and measurement needs. This may involve conducting online interviews or utilizing electronic questionnaires.
Analyzing and summarizing the principal challenges in measuring the CCI sector.
Participating in two meetings of the UIS CCI Advisory Group, with travel expenses reimbursed separately if necessary.
Delivering drafts and final versions of the CCI Indicators Framework and Manual according to the specified timelines.
Required Qualifications: Candidates must possess an advanced university degree (Master's or PhD) in quantitative disciplines such as statistics, economics, or social sciences, with a preference for those with a background in cultural disciplines. Additionally, candidates should demonstrate a strong understanding of cultural statistics and the creative economy, as well as the ability to apply statistical methods to real-world scenarios. The role requires excellent analytical skills and a solid grasp of the cultural and creative industries' dynamics.
Educational Background: An advanced university degree (Master's or PhD) in quantitative disciplines is required. Candidates with degrees in statistics, economics, social sciences, or related fields will be prioritized, especially those with a focus on cultural studies or disciplines that intersect with culture and statistics.
Experience: Candidates should have a minimum of 7-10 years of relevant work experience in culture statistics and/or research. Experience specifically related to international statistics and indicators within the cultural and creative ecosystem is highly desirable, with at least 3-5 years of direct involvement in such projects. This experience should demonstrate a strong capability in conducting research and developing statistical frameworks.
Languages: Strong proficiency in both spoken and written English is mandatory for this position. Familiarity with an additional United Nations language, such as French, Spanish, or Arabic, is considered advantageous and will support the requirements of the assignment, particularly in engaging with diverse stakeholders and ensuring comprehensive communication.
