Job Overview:
The Programme Coordination Analyst will be responsible for coordinating the Gender-Responsive Disaster Preparedness and Climate Resilience Programme in Rwanda. This role involves managing relationships with national partners and stakeholders, overseeing the monitoring and reporting of the programme, and managing the finances and personnel associated with the portfolio. The analyst will ensure that the programme aligns with UN Women’s strategic objectives and contributes to the broader goals of gender equality and women's empowerment. The position requires a proactive approach to project management, including the development and implementation of work plans, monitoring progress, and reporting on outcomes. The analyst will also play a key role in advocating for gender-responsive planning and inclusive participation in disaster risk management efforts, particularly in the context of climate-induced hazards affecting vulnerable populations, especially women and girls.

Duties and Responsibilities:
  • Coordinate the Gender-Responsive Disaster Preparedness and Climate Resilience Project by developing and implementing the overall Programme/Portfolio work plan, gathering inputs for work plans and reports, and establishing systems for project planning and monitoring.
  • Guide coordination with national partners and stakeholders by managing relationships, identifying capacity building needs, and providing technical assistance and training.
  • Coordinate monitoring and reporting on the programme by preparing work plans, budgets, and proposals, monitoring activity implementation, and preparing annual and quarterly reports.
  • Manage the financial resources of the programme, including budgeting, expenditure tracking, and supervising Programme Associates and Assistants.
  • Build partnerships and support resource mobilization strategies by providing inputs for partnership development and tracking potential funding opportunities.
  • Advocate for knowledge building and communication by documenting programme processes, contributing to knowledge products, and organizing training for stakeholders.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess strong programme formulation, implementation, monitoring, and evaluation skills, as well as good budget and finance skills. Knowledge of Results-Based Management is essential, along with the ability to gather and interpret data, reach logical conclusions, and present findings. Good analytical skills and familiarity with UN programme management systems are also required. Candidates should demonstrate integrity, professionalism, and respect for diversity, along with competencies in gender sensitivity, accountability, creative problem-solving, effective communication, inclusive collaboration, stakeholder engagement, and leading by example.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, international development, gender studies, or a related field. Advanced degrees may be preferred or required depending on the specific demands of the position.

Experience:
Candidates should have a minimum of several years of relevant experience in programme management, particularly in areas related to gender equality, disaster risk management, and climate resilience. Experience working with national partners and stakeholders in a development context is highly desirable, as is familiarity with UN systems and processes.

Languages:
Fluency in English is mandatory, and knowledge of French or Kinyarwanda would be considered an asset. Proficiency in additional languages may enhance a candidate's suitability for the role.
