Job Overview: The Humanitarian Access and Safety (HAS) Manager position is a critical role within the NRC Libya and Human Mobility Hub (HMH). This position is designed to support NRC and partner operations across Libya, Egypt, and Tunisia. The HAS Manager will serve as the lead technical resource on safety and security" style="border-bottom: 1px dotted #007bff !important;">security, crisis management, and humanitarian access, ensuring that NRC's operations adhere to the highest standards of safety and humanitarian principles. The role involves managing safety and security risks, building capacity within teams, implementing Duty of Care protocols, and developing strategies for humanitarian access. The position-holder will report to both the HMH Director and the Libya Country Director, receiving technical support from the Regional Head of HAS. This role is essential for facilitating principled humanitarian programming and ensuring compliance with NRC's policies and procedures.
Duties and Responsibilities: The HAS Manager will be responsible for implementing the NRC Global HAS Management System at the country level, preparing necessary reports, and executing the country HAS Operational Plan in alignment with global initiatives. Key responsibilities include fostering a culture of safety and principled humanitarian response, maintaining an up-to-date understanding of the humanitarian context, developing and maintaining HAS documents and procedures, overseeing Security Risk Assessments (SRAs), providing technical guidance on access strategies, and ensuring compliance with NRC's HAS Management System. The role also includes line management responsibilities for direct reporting staff, performance management, workforce planning, recruitment, and training of NRC staff and partners in access, safety, and security. The HAS Manager will communicate and coordinate with external actors and stakeholders to enhance humanitarian access and protect humanitarian space.
Required Qualifications: Candidates must possess a Bachelor’s degree in a relevant field and have a minimum of three years of experience in a senior role with managerial responsibilities in a humanitarian or recovery context. A strong understanding of Humanitarian Principles and their application in programmatic and advocacy responses is essential, along with experience in NGO safety and risk management, humanitarian access, and civil-military coordination. Previous experience in complex contexts and participation in access negotiations with NGOs or UN agencies is required, along with at least one year of professional experience in a high-risk context. Experience in risk management with implementing partners and qualifications in humanitarian access negotiations are considered advantageous.
Educational Background: A Bachelor’s degree in a relevant field is required for this position. Candidates with advanced degrees or specialized training in humanitarian access, safety, and security management will be viewed favorably. Continuous professional development in related areas is encouraged and may enhance a candidate's suitability for the role.
Experience: The position requires a minimum of three years of experience in a senior role with managerial responsibilities within a humanitarian or recovery context. Candidates should have a proven track record of working in complex and high-risk environments, demonstrating their ability to navigate challenging situations and effectively manage safety and security risks. Experience in capacity building, training, and remote management is also essential, as is familiarity with the MENA region and its specific challenges.
Languages: Proficiency in both Arabic and English is mandatory, with candidates expected to demonstrate working proficiency in both written and verbal communication. Proficiency in French is considered a plus, enhancing the candidate's ability to engage with diverse stakeholders and partners in the region.
Additional Notes: This position is based in Jordan, with potential for travel to other locations within the MENA region. The contract is fixed-term for six months, with the possibility of extension based on performance and organizational needs. The role may involve travel up to 40%.
