Job Overview: The Head of Programmes and Learning at the Nabni Building for Peace (B4P) Facility is a pivotal role that focuses on enhancing social cohesion and supporting locally led reconstruction efforts in conflict-impacted communities across the Middle East and North Africa (MENA) region. This position is not a conventional Head of Programmes role; it requires a leader who is passionate about peace programming and adept at building partnerships with local actors to drive systemic change. The successful candidate will be responsible for setting the strategic vision for peacebuilding initiatives, ensuring quality assurance in programming, and overseeing the Facility's governance and policy engagement. The role demands a creative and strategic thinker capable of transforming ideas into actionable plans while nurturing collaboration among diverse stakeholders.
Duties and Responsibilities: The duties and responsibilities of the Head of Programmes and Learning include: 1) Setting and overseeing the programmatic vision and ensuring quality assurance across all initiatives, particularly in peace programming and gender considerations. 2) Leading the governance and policy framework of the Facility, engaging with external stakeholders to promote the Facility's objectives. 3) Designing and ensuring the quality of the Facility's Technical Assistance approach, which is a key component of the program. 4) Overseeing the Monitoring, Evaluation, and Learning (MEL) processes to ensure effective delivery of the Facility's learning objectives. 5) Managing the Environmental and Social (E&S) functions within the Facility to ensure compliance with relevant standards and practices. 6) Collaborating with local non-governmental organizations to enhance their capacity and support their initiatives in peacebuilding and reconstruction efforts.
Required Qualifications: Candidates must possess a minimum of 5 years of experience in senior management roles, such as Head of Programme or Deputy Chief of Party, within peacebuilding, humanitarian, or development organizations. Proven experience in managing teams and leading peacebuilding initiatives is essential. Additionally, candidates should have a strong background in designing, monitoring, and implementing programming related to peacebuilding and conflict analysis. Experience in developing partnerships with local and national NGOs is mandatory, particularly within the MENA region. Familiarity with Monitoring and Evaluation systems and approaches, especially in post-conflict and development contexts, is also required. Excellent verbal and written communication skills are necessary for effective collaboration with diverse teams and stakeholders.
Educational Background: An advanced university degree in social sciences, international development, conflict studies, public policy, or a related field is required for this position. This educational background will provide the necessary theoretical framework and understanding of the complexities involved in peacebuilding and humanitarian efforts.
Experience: The ideal candidate should have substantial experience in senior management positions, with at least 5 years in roles that involve leading peacebuilding initiatives or managing humanitarian programs. Experience in post-conflict recovery and reconstruction projects, particularly in the MENA region, is highly desirable. Familiarity with KfW-funded projects and knowledge of KfW requirements will be considered a strong advantage.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Proficiency in Arabic is considered an advantage, as it will facilitate communication and collaboration with local partners and stakeholders.
Additional Notes: The duty station for this position is Amman, Jordan, with a contract duration until December 2027, subject to renewal based on funding and performance. The role requires approximately 30% travel. The salary and benefits are classified under Grade 11 on NRC’s salary scale.
