Job Posting Organization:
The Climate and Clean Air Coalition (CCAC) is a partnership that includes governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The CCAC aims to facilitate fast actions that can significantly reduce the rate of near-term warming. Fiji joined the CCAC in 2024 to enhance its efforts in combating SLCPs, particularly in the agriculture and waste sectors, demonstrating a commitment to climate action and international cooperation.

Job Overview:
The CCAC National Mitigation Consultant for Fiji will play a crucial role in supporting the CCAC Focal Point at the Department of Climate Change. This position is designed to advance Fiji's super pollutant agenda by ensuring that relevant projects are completed on time and align with the government's needs and priorities. The consultant will provide both policy and technical advice for the implementation of mitigation policies, collaborating with various stakeholders including government entities and international partners. The consultant will also assist in writing proposals to secure climate finance for mitigation efforts in Fiji, ensuring that all deliverables are validated by the CCAC Focal Point and shared with the Permanent Secretary of the Ministry of Environment and Climate Change. The ultimate goal is to enhance Fiji's capacity for SLCP planning and mitigation, leading to the development of new and improved national plans, policies, and regulations.

Duties and Responsibilities:
The consultant will be responsible for a wide range of duties including: 1) Engaging with government and civil society to ensure participation and buy-in for CCAC-supported SLCP activities. 2) Coordinating all CCAC activities in Fiji, including assisting the CCAC Focal Point in national SLCP planning and policy implementation. 3) Supporting the development and submission of SLCP mitigation proposals to relevant funding mechanisms. 4) Contributing to MRV enhancing projects and ensuring compliance with UNFCCC transparency requirements. 5) Providing regular updates on developments and events related to SLCPs in Fiji and the Pacific region. 6) Participating in high-level SLCP events and presenting Fiji's successes and challenges. 7) Supporting the integration of SLCP mitigation measures into Fiji's updated Nationally Determined Contributions (NDC) and aligning with national policies. 8) Collaborating with various national government departments and identifying new engagement opportunities with the CCAC.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent qualification in environmental management/science, economics, health, project management, finance, administration, or a related field. A minimum of 5 years of professional experience in relevant fields is required, along with demonstrated ability to provide technical assistance to governments and stakeholders. Strong communication skills, both written and oral, are essential, as is knowledge of national policies related to climate change mitigation and air pollution. Experience in climate change mitigation is desirable, as is proficiency in advanced Excel functions.

Educational Background:
The position requires a Master’s degree or an equivalent qualification in a relevant field such as environmental management, economics, health, project management, finance, or administration. This educational background is crucial for understanding the complexities of climate change and environmental policies, as well as for effectively engaging with various stakeholders.

Experience:
The consultant should have at least 5 years of professional experience in fields related to environmental management, climate change, or project management. This experience should include providing technical assistance to governments and working with multiple stakeholder groups, demonstrating the ability to navigate complex political and environmental landscapes effectively.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. This proficiency is essential for effective communication with stakeholders, preparation of reports, and participation in international discussions. Additional language skills may be beneficial but are not specified as requirements.

Additional Notes:
The consultancy is expected to last for 12 months, embedded within the Department of Climate Change under the Ministry of Environment and Climate Change in Fiji. The position is full-time and involves close collaboration with various stakeholders, including government teams and international partners. The consultant will be expected to contribute to high-level discussions and ensure that Fiji remains an active participant in the CCAC partnership.
