Job Overview:
The Climate Change Mitigation, Transport Expert will play a crucial role in supporting the Technology assessment process as part of the NDC PAF project in Georgia. This position involves providing technical services on a part-time basis to assess technology needs for climate change mitigation activities specifically in the Transport sector. The expert will be responsible for producing a comprehensive Technology Needs Assessment (TNA) report that includes a situation analysis, barrier analysis, enabling framework, and a Technology Action Plan (TAP). The role requires close collaboration with the UNEP Copenhagen Climate Centre and local stakeholders to ensure that the assessment is thorough and reflective of the current needs and barriers in the Transport sector. The expert will also facilitate stakeholder engagement and capacity-building sessions to ensure that the methodologies used are well understood and effectively implemented.

Duties and Responsibilities:
The duties and responsibilities of the Climate Change Mitigation, Transport Expert include:
  • Conducting a stakeholder-informed technology needs assessment for two technologies in the Transport sector in Georgia.
  • Mapping stakeholders and preparing a detailed work plan and sector-specific stakeholder list.
  • Conducting background research and preparing an introductory chapter with a sector and technology-specific situation analysis.
  • Analyzing barriers and enabling frameworks for the deployment and diffusion of selected technologies in the Transport sector.
  • Engaging stakeholders through expert interviews and co-creation sessions to gather input and validate findings.
  • Preparing a Technology Action Plan (TAP) and policy briefs for the selected technologies, specifying activities, enabling frameworks, responsible actors, budget, and timelines.
  • Organizing consultations and workshops for inclusive dialogue and validation with government, private sector, civil society, and partners.
  • Collaborating with UNEP CCC to ensure that best practices and methodologies are followed throughout the assessment process.

Required Qualifications:
The ideal candidate for this position should possess a postgraduate degree in environmental management or other climate-related fields. Additionally, the candidate should have expertise in the Transport sector, with a minimum of 7 years of relevant work experience if holding a Bachelor's degree, or a minimum of 5 years of relevant work experience with a Master's degree. The expert should have at least 5 years of practical experience in relevant fields, including research analysis, stakeholder engagement, and project management. Experience working with international agencies or organizations, particularly in Georgia, is highly desirable.

Educational Background:
Candidates must have at least a postgraduate degree in environmental management or a related field. A Bachelor's degree is acceptable if accompanied by a minimum of 7 years of relevant work experience, while a Master's degree requires a minimum of 5 years of relevant work experience. Candidates should have practical experience in research analysis, stakeholder engagement, and project management. Experience in an international agency or organization is preferred, especially if it involves work in Georgia. The candidate should demonstrate a proven track record of successfully managing projects and engaging with various stakeholders.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in the Georgian language is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the engagement process.

Additional Notes:
This position is part-time and expected to last for 7 months. The contractor will not be charged any fees at any stage of the recruitment process, as the United Nations does not charge fees for applications, interviews, or training. The role is focused on recruiting a local expert who can effectively liaise between the public sector in Georgia and the UNEP project team, ensuring that the project objectives are met while adhering to the timelines and deliverables outlined.
