Job Overview:
The Local Climate Change Mitigation, Energy and Buildings Expert will play a crucial role in supporting the Technology assessment process as part of the NDC PAF project in Georgia. This position involves providing technical services on a part-time basis for the assessment of technology needs related to climate change mitigation in the Energy and Buildings sectors. The expert will work under the direct supervision of UNEP CCC and will be responsible for producing a comprehensive Technology Needs Assessment (TNA) report, which will include a situation analysis, barrier analysis, and a technology action plan. The expert will also engage with local stakeholders to ensure that the assessment process is informed by their insights and needs, thereby facilitating the development of actionable strategies for technology implementation in Georgia. This role is pivotal in enhancing Georgia's capacity to mobilize climate finance and implement its Nationally Determined Contributions (NDCs).

Duties and Responsibilities:
The duties and responsibilities of the Local Climate Change Mitigation, Energy and Buildings Expert include:
  • Conducting a stakeholder-informed technology needs assessment for two technologies per sector in the Energy and Buildings sectors in Georgia.
  • Mapping stakeholders and preparing a detailed work plan and sector-specific stakeholder list.
  • Conducting background research and preparing an introductory chapter with a sector and technology-specific situation analysis.
  • Conducting a barrier and enabling frameworks analysis for the deployment and diffusion of selected technologies, including stakeholder engagement through interviews and co-creation sessions.
  • Preparing a Technology Action Plan (TAP) and policy briefs for the selected technologies, specifying activities, enabling frameworks, and responsible actors.
  • Organizing consultations and workshops for inclusive dialogue and validation with government, private sector, civil society, and partners.
  • Collaborating closely with UNEP CCC to ensure that best practices and methodologies are utilized throughout the assessment process.
  • Engaging with local stakeholders to gather data and insights that will inform the technology assessment and policy recommendations.
  • Finalizing the TNA report and ensuring that it meets the agreed-upon format and quality standards. 1
  • Providing training and capacity-building sessions as needed to stakeholders involved in the assessment process.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A postgraduate degree in environmental management or other climate-related fields is required.
  • Expertise in the Energy and Buildings sectors is essential.
  • A minimum of 7 years of relevant work experience with a Bachelor's degree or a minimum of 5 years of relevant work experience with a Master's degree.
  • At least 5 years of work experience in the Energy and Buildings sectors or related fields, preferably in Georgia.
  • Practical experience in research analysis, stakeholder engagement, and project management is required.
  • Experience working with international agencies or organizations is desirable, particularly in the context of Georgia.

Educational Background:
Candidates must have a postgraduate degree in environmental management or a related field. A Bachelor's degree may be acceptable if accompanied by extensive relevant work experience. The educational background should provide a strong foundation in climate science, environmental policy, and sustainable development practices, particularly as they relate to the Energy and Buildings sectors.

Experience:
The position requires a significant level of experience, specifically:
  • A minimum of 7 years of relevant work experience with a Bachelor's degree or 5 years with a Master's degree.
  • At least 5 years of practical experience in the Energy and Buildings sectors or related fields, with a strong emphasis on climate change mitigation strategies.
  • Experience in research analysis, stakeholder engagement, and project management is crucial for the successful execution of the duties outlined in this role.
  • Familiarity with the local context in Georgia and previous work with international organizations will be considered an asset.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in the Georgian language is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the technology assessment process.

Additional Notes:
This position is part-time and expected to last for 7 months. The contractor will not be charged any fees at any stage of the recruitment process, as the United Nations does not charge fees for applications, interviews, or training. The role is focused on supporting the Government of Georgia in its climate change mitigation efforts and will involve collaboration with various stakeholders across sectors.
