Job Overview:
The position of Consultant Project Manager is crucial for the establishment of a common reporting platform aimed at addressing abuse within MSF. This role is not a full-time position but rather a consultancy with flexible hours, allowing the consultant to adjust their schedule according to the needs of key stakeholders involved in the project. The project is expected to span 75 working days, with the possibility of extension, and the consultant will be responsible for managing the setup, establishment, and change management elements of the reporting line. The role requires close collaboration with various operational directorates, including IT and safeguarding staff, to ensure the successful implementation of the reporting system.

Duties and Responsibilities:
The Consultant Project Manager will have a wide range of responsibilities, including:
  • Strategic Coordination & Stakeholder Management: - Coordinate the alignment between operational directorates to adopt a shared platform strategy while respecting regional needs. - Identify and manage stakeholder expectations across a complex matrix, including key users at headquarters and country program actors. - Facilitate change by acting as a trusted partner for departments, ensuring the solution is relevant and accepted. - Guide technical and business Subject Matter Experts towards collective alignment and consensus.
  • Project Management & Governance: - Plan and execute the project, ensuring objectives are met within the agreed scope, budget, and timeline. - Report regularly to the Steering Committee, validating major stages and deliverables. - Manage project resources, including budget and human resources. - Monitor progress, perform risk analyses, and implement mitigation measures. - Establish and manage the project communication plan. - Formally close the project upon completion, ensuring all deliverables are approved.
  • Business Analysis & Solution Design: - Capture demands and analyze needs related to case management processes for reported abuse. - Support and document requirements and processes, analyzing the current state and designing the target state for the new platform. - Ensure the solution implemented responds to business needs while maintaining interoperability.
  • Technical Oversight & Implementation: - Launch RFIs/RFPs, select external vendors, and manage contractual aspects. - Oversee the development or acquisition of the final product, ensuring compliance with IT standards. - Participate in defining new processes and coordinate the integration of new scopes into recurring activities. - Carry out Proofs of Concept to demonstrate value and ensure smooth integration of the new product.
  • Other: - Perform any additional tasks as assigned by the manager or the Steering Committee.

Required Qualifications:
The ideal candidate for the Consultant Project Manager position should possess a combination of skills and qualifications, including: - Proven experience in project management, particularly in complex organizational settings. - Strong stakeholder management skills, with the ability to navigate political structures and build consensus. - Excellent communication skills, both written and verbal, to effectively engage with diverse audiences. - Analytical skills to assess needs and design effective solutions. - Familiarity with case management processes and reporting systems is highly desirable. - Ability to work independently and manage multiple priorities effectively.

Educational Background:
Candidates should have a relevant educational background, typically a degree in project management, business administration, social sciences, or a related field. Advanced degrees or certifications in project management methodologies (such as PMP or PRINCE2) would be advantageous and demonstrate a commitment to professional development in this area.

Experience:
The position requires a significant level of experience, ideally a minimum of 5 years in project management roles, particularly within humanitarian or non-profit organizations. Experience in managing complex projects that involve multiple stakeholders and require strategic oversight is essential. Familiarity with the operational dynamics of international organizations, especially in the context of humanitarian aid, will be beneficial.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within MSF. Proficiency in French is highly desirable, given the organization's operations in French-speaking regions. Knowledge of additional languages relevant to MSF's operational areas would be considered an asset, enhancing the candidate's ability to engage with diverse teams and stakeholders.
